Gender Global Theme
Gender equality is an urgent imperative. The world is experiencing an unprecedented set of crises with disproportionately negative impacts on women, girls, sexual and gender minorities, and marginalized groups. Climate change, fragility, forced displacement, and pandemics threaten hard-won gains in women's human capital. At stake is the fundamental human right of gender equality for all people, a matter of fairness and justice. It is a foundation for a peaceful and prosperous world and essential for development. Achieving gender equality is however uniquely challenging and complex.
The proposed 2024-2030 World Bank Gender Strategy puts forward the bold ambition to accelerate gender equality for a sustainable, resilient, and inclusive future in alignment with the World Bank Evolution Roadmap. The Strategy responds to the global urgency, fundamentality, and complexity of achieving gender equality. Building on implementation of the 2016-2023 WBG Gender Strategy, the new strategy proposes to engage with greater ambition-approaching gender equality for all as essential for global development-and to engage differently.

Unit Context
The Gender Group inspires and drives results across the World Bank for impact to accelerate gender equality. First, the Gender Group is connecting and partnering with global, regional and country teams, contributing solutions for impact in client countries. Second, the Gender Group sets global knowledge priorities; generates, shares, synthesizes and tailors global knowledge and evidence about what works to advance gender equality; and leads on gender data to inform policy action. Third, the Gender Group builds momentum and partnerships for global action. Currently, the Gender Group is leading the collaborative effort to develop and operationalize the World Bank Gender Strategy 2024-2030.
Duties and Accountabilities
The Manager will provide leadership in the operationalization of the World Bank Gender Strategy 2024-2030. He/She will be accountable for the day-to-day management and operational oversight of the Gender Group, ensuring that the Gender Group is delivering on its core purpose and obligations, while ensuring quality, results and compliance with Bank policies and procedures.
RESPONSIBILITIES
Program Management:
• Leads the operationalization of the World Bank Gender Strategy 2024-2030. With the guidance of the Global Director and Gender Leadership Council, promotes and facilitates the operationalization proactively engaging with global, regional, country and corporate teams across the entire World Bank.• Works closely with the Global Director in developing and executing the Gender Group's work program in alignment with its core purpose to inspire and support World Bank for greater impact to accelerate gender equality.• Ensures the delivery of the Gender Group's work program through cost-effective use of resources (human and budget) within the agreed parameters and in compliance with internal controls and policies: oversees work program execution, ensures deployment of the Gender Group's staff to meet client needs, and monitors work program deliverables. • Leads the development and implementation of appropriate strategies for resource mobilization, staffing, deployment, and talent management.
People / Talent Management
• In consultation with the Global Director, manages staffing, talent and consultants in a strategic manner, in alignment with the World Bank Gender Strategy 2024-2030 as well as corporate priorities. • Proactively manages staff to promote professional development and collaboration across boundaries across the World Bank.• Provides advice and mentoring to staff at various levels of seniority on professional development, learning and career advancement.
Relationship Management:
• Develops and maintains excellent working relationships with his/her counterparts across the World Bank, including in GPs, other Global Themes, Regions, OPCS, BPS, etc. advancing the effectiveness of the Gender Group in supporting the World Bank for impact toward gender equality.• Promotes effective coordination, collaboration and synergies with relevant partners and stakeholders outside the World Bank.
Resource Management:
• In consultation with the Global Director, manages budget planning and execution, ensuring the efficient and effective use of the unit's financial resources.• Manages the day-to-day budget and approvals, overseeing the Group's financial transactions; ensures transaction quality and consistency with Bank policies.• Oversees the Umbrella Facility for Gender Equality (UFGE) partnership expansion and fundraising.
As needed, represents the Global Director / the Gender Group at internal and external meetings; acts for the Global Director.
Selection Criteria
• Masters' Degree or equivalent in a relevant area if expertise. Typically, the successful candidate will have at least 12 -15 years of professional experience in positions of increasing complexity and responsibility.
• Excellent leadership and supervisory skills with an established track record of managing teams and overseeing work program delivery: this includes substantive experience in carrying out managerial and administrative oversight functions, including budget planning and management, human resource management and staffing, financial transaction management, incl. approvals; reporting, quality control, and staff mentoring.
• Knowledge of the World Bank's gender strategy and an understanding of the challenges associated with its operationalization.
• Expertise and experience with World Bank operations. Hands-on experience in the design and implementation of lending products, portfolio management, and / or implementation support desired. Prior experience in working with frontline operational staff and with clients in the field is an advantage, as is prior experience in managing communications teams and media relations.
• Prior work experience in achieving results on the ground in more than one world region. A corporate assignment may substitute for experience in a second world region.
• Demonstrated ability to leverage internal and external relationships, commanding respect for insight and organizational effectiveness.
• Strong written and oral communication skills in English. Knowledge of other languages a plus.
• Strong influencing and team-working skills. Inter-personal skills to facilitate work with a wider range of individuals and groups from culturally diverse background and institutions.
• Proactive approach to meeting deadlines and delivering results with limited supervision.
