Sandia National Laboratories is embarking on a multi-year journey to deliver on a suite of ~$5B in capital construction projects, and we are seeking a key leader to join our fast-paced, dedicated and fun team!
The Manager, Facilities for the Capital Acquisition Project Management department will play key role in helping position Sandia for an era of renewed investment in critical capabilities by shepherding a portfolio of major capital projects that meet DOE Order 413.3B requirements. This organization will lead and deliver capital construction projects from the CD-1 phase through turn over to operations, ensuring Sandia's most critical capability gaps are successfully mitigated.
This department partners across the division, with every program and functional area within Sandia, and interfaces regularly with senior executives. External to Sandia this role partners across the National Security Enterprise, with the National Nuclear Security Administration (NNSA), and with the Sandia Field Office (SFO) to collaborate, deliver exceptional project management for capital construction projects, and to build confidence with our customers.
Near-term priorities for the department include: shepherding maturity of project-specific roles, responsibilities and resource plans; managing and monitoring performance activities and risks (including 2 FY23 PEMP Key Outcomes) for two (2) line-item projects (Power Sources Capability, PSC; and, Combined Radiation Environments for Survivability Testing, CREST); coordinating project-specific deliverables to meet DOE O413.3B requirements; and, ensuring the Capital Acquisition Project Management department remains a premier place to work.

Our team is responsible for project management of line item projects, stewarding the portfolio of capital investments, and developing consistent processes for following DOE O 413.3B. Department 4132: Capital Acquisition Project Management is responsible for the execution of capital construction projects within the overarching portfolio that meet the requirements of DOE O413.3B. Security Clearance

- Implement and manage daily operations ensuring strategic objectives are understood and effectively accomplished.
- Authorize, align resources, assign, and manage work in conjunction with the department imperative to deliver capital construction projects.
- Hire and develop outstanding people, ensuring a pipeline of resources to successfully manage and deliver on capital construction projects.
- Manage employee performance by establishing clear responsibilities and ensuring accountability for delivering on results and behavior expectations.
- Energize and motivate the team to apply their diverse skills and perspectives to achieve common goals.
- Build and manage effective working partnerships internally and with external customers and oversight partners.
- Continuously improve operations and quality of deliverables, creating new and better ways for the organization to be successful.
Qualifications We Require
- Bachelor's degree in Engineering, Architecture, Construction, Business Administration, Project Management or other technical field related to Facilities and Construction Management; or equivalent combination of education and/or experience.
- Eight (8) or more years' experience in facilities project/construction management.
- Knowledge of, and experience with, one or more of the following related to delivery of projects per DOE O413.3B requirements:
- Standard project management practices, the ability to develop project management artifacts, and demonstrated experience with developing and updating policies and procedures.
- Contract development (including negotiations), development of the statement of work, and contract monitoring experience.
- Ability to obtain and maintain an active DOE Q-level security clearance.
Qualifications We Desire
- Two years of demonstrated leadership experience.
- Prior experience delivering capital projects meeting DOE O413.3B non-tailored requirements and exceeding $100M in total project costs.
- Masters Degree in Engineering, Architecture, Construction Management or other technical field related to Facilities Management or equivalent combination of education and/or experience.
- Project Management Professional (PMP) certification or other relevant Project Management Certifications
- Proven experience partnering with NNSA oversight or program personnel (such as NA-MB, NA-APM, NA-90, PM-30 or CEPE).
- Demonstrated ability to successfully lead a complex, diverse, and matrixed project team from initiation through closeout.
- Experience with Earned Value Management, project scheduling and risk management.
- Project Performance Management/Earned Value Management System (EVMS) training and an understanding of EIA-748 Guidelines.
- Experience and knowledge in safety related programs related to OSHA 1926, and 10 CFR 851.
- Proficient in tools and applications commonly employed in project management activities, including working knowledge with Primavera P6 and familiarity with Cobra.
- Demonstrated ability to develop and document process, policy, or project management documents such as a risk plan, project execution plan, or communication plan.
- Demonstrated self-motivated individual that can work both independently as well as work effectively in a team environment with a wide range of personnel and personalities across multiple organizations.
