Job Description:
Description: The Manager Competitive Solicitation is responsible for the formal advertised procurement process by the JPS Health Network to purchase goods and/or services affording vendors fair treatment in the competition for award of a District purchase contract.
Typical Duties:
- Initiates and supports process improvement activities that enhance the provision of the competitive solicitation function.
- Responsible for ensuring document control of competitive requests templates (including, but not limited to, Request for Proposals and Request for Qualifications templates).
- Documents and reports all identified process improvements and cost savings related to the competitive solicitation process.
- Knowledgeable in and able to perform all duties of a contract administrator related to both competitive solicitation and contract management.
- Responsible for overseeing and supervising assigned contract administrator staff, including making recommendations for disciplining, coaching, and counseling and conducting performance evaluations.
- Builds and supports effective relationships and communication with and between all individuals including staff, physicians, vendors, and leadership to assure the District's operational needs and objectives are met for all competitive solicitation activities.
- Maintains inter- and intradepartmental relationships with all levels of District staff to effectively promote the strategic operational goals of the network in relation to the competitive solicitation function.
- Ensures compliance with procurement and contracting procedures for the District; providing guidance and direction to all District staff.
- Plan, develop, present and evaluate appropriate training and education for hospital staff for the competitive solicitation process.
- Serve as an educational resource for all departments on information, questions, and issues related to competitive solicitation, including relevant policies and procedures.
- Works closely with contracting, procurement, diversity and purchasing business personnel in order to assist with the development and implementation of public contracting and procurement.
- Provides oversight for the document and project management systems; monitoring, analyzing and reporting of pertinent information and providing appropriate visibility for District staff to competitive solicitation information.
- Conducts a variety of document audits, special projects, analyses and investigations as requested.
- Assists staff in implementing changes as a result of identified process improvements to produce efficiencies and cost savings in competitive solicitation process.
- Participates in Leadership Development activities; implements strategies and processes to improve employee morale and performance.
- Facilitates the development, review, approval, execution and maintenance of District documents and ensures that all competitive solicitations are handled in accordance with applicable processes.
- Assists with preparation and/or review of documents required for JPS Board approval of competitive solicitation awards.
- Assists staff and all stakeholders in preparation of scopes of work for competitive solicitations.
- Other job-related duties as assigned.
Qualifications:
- Required Education and Experience:
- Bachelor's Degree in Business Administration, Paralegal Studies or related field of study from an accredited university.
- Five (5) years related experience in contracts, competitive solicitation or procurement.
- Two (2) years or more of contracting or competitive solicitation experience in a large hospital system or governmental entity.
