The Manager, Configuration will have the responsibility for the oversight, development and monitoring of the configuration department. This position will oversee the analysis, development and implementation of configurations in the Facets core system, including any integrated subsystems. The Manager will work in partnership with testing to ensure a quality output of CDPHP's configuration.

This individual works with management, architects, developers and analysts and will make sound decisions regarding the management and configuration of the applications supporting CDPHP's core processes and functions. The Manager Configuration is responsible for prioritizing and scheduling deliverables associated with management, configuration and maintenance of CDPHP's core claims systems and applications during their lifecycle, specifically with Facets and its integrated systems, while keeping the customer in mind. He / She will also be responsible for balancing the day-to-day configuration incidents and requests with larger scale enterprise projects and initiatives.

The Manager will ensure that processes within the configuration department exist and are followed to analyze business procedures, problems, business requirements, document functional specifications and solutions, build configuration, and prepare test plans/scripts for application and configuration testing. He / she will implement checks and balances across and within CDPHP's core system environments, operational measures that will be indicative of department performance, and audit controls to ensure traceability.

QUALIFICATIONS:
  • Bachelor's degree or four (4) years of equivalent experience required.
  • Minimum five (5) years configuration, business or IT operations, project management, or business analysis experience which includes demonstrated proficiency in most of the following is required: evaluation of business procedures and problems, feasibility studies, system configuration, configuration design, preparing detailed specifications for the development of business configuration and testing, implementing departmental key performance indicators, project and day-to-day requests / incidents prioritization and scheduling, managing and overseeing third party business partnerships, internal and external audit standards, technical writing, reporting analytics.
  • A minimum of five (5) years experience in healthcare programs and processes and working with internal departments and external vendors is required.
  • Proven experience in applying relational database concepts and techniques.
  • Proven leadership experience in a configuration, business or IT operations, project management, or business analysis setting is required
  • Previous management experience is strongly preferred
  • Knowledge of healthcare and HMO processes, rules, regulations, enrollment/eligibility guideline and reporting requirements for HMO, PPO, ASO, Medicare, Medicaid, Family Health Plus and Child Health Plus required.
  • Demonstrated ability to analyze, identify, implement and monitor outcomes required.
  • Demonstrated ability to manage and shift priorities to meet project schedules.
  • Ability to successfully work with an application management and development team in defining system implementation, conversion and configuration strategy.
  • Proficiency in Microsoft Excel is required. Access and SQL experience is strongly preferred.
  • Organizational skills and excellent written and verbal communication skills are required.
  • Demonstrated ability to identify weaknesses in workflow and develop and implement process improvements to continually insure that corporate goals are satisfied by Application Management is required.
  • Excellent interpersonal skills and a productive team player.
  • Must possess strong analytical skills.
