This Manager position is on the P&C Data Governance team and reports to the Director. In collaboration with business stakeholders and technology partners this role will be responsible for advancing data governance principles within Commercial Lines, ensuring high data quality throughout the data lifecycle to enable effective reporting and analytics. This individual will be responsible for ensuring understanding of the data governance structure, standards, and procedures, serving as a subject matter expert with deep knowledge of Commercial Lines data sources, technical proficiency, and business acumen. Additionally, this role will be required to perform management activities in overseeing several direct reports, including performance management, salary planning and administration, training and development, workflow planning, hiring and placement, and disciplinary actions.

With support from the Director, the primary duties and responsibilities include:
  • Execute on the Commercial Lines data governance strategic imperatives, in support of business priorities and in accordance with the P&C Data Governance standards, operating model, and roadmap.
  • Develop collaborative relationships with business and Technology partners, providing leadership in communicating key Commercial Lines data governance activities, strategies, data impacts, and quality issues.
  • Partner with Data Engineers, Architects, Data Product Owners, and Integrated Reporting, as well as other business/Technology organizations that use Commercial Lines data, to improve the integrity and usability of Commercial Lines data assets, working to minimize risk of bad data and improve data accuracy, validity, reliability, timeliness, relevance, completeness, accessibility, and compliance.
  • Structure and lead processes, analyses, communication, and change management related to Commercial Lines data assets, with primary goal of improving business decision-making speed and efficiency through alignment of data investments, definitions, key metrics, and usage.
  • Collaborate with other P&C data governance areas to drive consistency in sourcing data and defining key metrics, terms, and dimensions where there is commonality across organizations.
  • Lead network of business SMEs that possess strong knowledge of the data, understanding how it is used within business processes and impact on desired business outcomes.
  • Define and apply data quality validation rules, thresholds, and service level agreements to monitor health of data, ensuring business process and/or system changes are appropriately assessed for impact to ensure integrity of data over time.
  • Perform root cause analysis for data quality issues, understanding business implications and communicating resolution approach and status so as to manage business partner expectations.
  • Strengthen cross-functional partnerships with other business areas to improve collaboration and transparency around data issue identification and resolution.
  • Maintain documentation of data assets so certified data can be accessed and translated for usage by end-users, as well as assessed for impact of any upstream/downstream changes.
  • Support the development of standards to identify critical data issues in terms of business impact, risk or opportunity and ensure data policy enforcement and compliance.

Experience Preferred:
  • 8+ years of experience in a data governance, data analytics, or data management role.
  • Experience with analytically intense projects, which confirm common understanding of the data.
  • Experience profiling data, detecting data quality issues, and defining data quality business rules.
  • Experience with data governance tools including Master Data Management, data dictionaries, and data lineage.
  • Experience in change management and data analysis.
  • Demonstrated expertise in bridging communication between IT and the business.
  • Preferred experience with Commercial Lines data, insurance data, and/or finance data.

Knowledge:
  • High knowledge of metrics applicable to data and associated analytical methods, company databases and their integration.
  • Understanding of SQL and other computer programming languages.
  • Knowledge of finance terminology.

Skills/Competencies:
  • Demonstrated thought leadership and ability to develop skills in others.
  • Must have ability to perform data analysis.
  • Strong organizational skills and attention to detail.
  • Knowledge of data governance practices, hands on data governance tools implementation and usage, knowledge management and technical documentation of complex data flows.

  • Planning and management skills encompassing scope of work, time estimation, and resource assignment.
  • Must have ability to lead effectively in an environment of change and ambiguity.

Job Description

Key Responsibilities:
  • Leads a team through guidance and support on the execution of data work; responsible for the management of associates including but not limited to performance management, salary planning, training, development, workforce planning, hiring, and disciplinary actions; and attracts, hires, engages and develops the team through impactful recruitment, coaching and feedback.
  • Manages external supplier and consultant relationships.
  • Provides leadership, guidance, and support on the execution of projects/programs through continuous integration of analytic best practices.
  • Contributes to the development of data analytic capabilities through the development of strategic and tactical plans.
  • Reviews technical project documentation to ensure the project direction conforms to the Enterprise Data Strategy.
  • Provides direction and guidance to team members on effective analysis of programs and communication of the findings to Leadership.
  • Develops systems and processes and supervises the use of established systems and processes for identifying, tracking, measurement, reporting, and analysis of data-intensive projects/programs.
  • Collaborates and provides guidance to teams on needs assessments, potential solutions, and approaches to managing data-intensive work for their assigned projects or programs.
  • Encourages and reinforces the sharing of knowledge and best practices related to data.
  • Supervises and supports the team's participation in data audit activities and alignment with Data Governance policy, standards, and processes.
  • Provides end-to-end direction and deliverables across all data analysis disciplines that directly impact the success programs.
May perform other responsibilities as assigned.

Reporting Relationships: Reports to AVP or above, Data Leader; responsible for direct management of five or more data professionals.

Typical Skills and Experiences:

Education: Undergraduate studies in computer science, management information systems, business, statistics, math, a related field or comparable experience and education strongly preferred. Graduate studies in business, statistics, math, computer science or a related field are a plus.

License/Certification/Designation: Certifications are not required but encouraged.

Experience: Five or more years of relevant experience with data management standards or practices. Two years of leading a project and/or program experience. Three years of management experience is preferred. Insurance/financial services industry knowledge a plus.

Knowledge, Abilities and Skills: Substantial knowledge of data application and trends. Understanding of data analytics theory and experience with application in a key project and/or program. Must have the ability to manage a staff, lead through change. Strong oral and written communication skills to interact with all levels of associates, senior management and vendors.

Other criteria, including leadership skills, competencies and experiences may take precedence.

Staffing exceptions to the above must be approved by the hiring manager's leader and HR Business Partner.
