External and Corporate Relations Vice-Presidency (ECR)

The mission of External and Corporate Relations (ECR) is to help deliver financial and political support for the World Bank Group, strengthen the Bank Group's role as a global thought leader in development by enhancing and safeguarding its reputation, and supporting operational teams to achieve country outcomes. ECR manages corporate communications and global engagement with key stakeholders, including media, civil society, foundations, private sector, donor countries, and international organizations, as well as employee engagement. ECR also manages strategic communications for the World Bank's Regions and Global Practices and leads the management of reputation risk.

ECR PARTNERSHIPS AND PRACTICE GROUPS DEPARTMENT (ECRPG)

ECR's Partnerships and Practice Groups department builds relationships with external stakeholders and guides the external outreach, engagement and positioning of WBG thought leadership to help deliver development outcomes and country impact.

ECRPG manages communications and engagement within the World Bank's Equitable Growth, Finance and Institutions; Human Development; Infrastructure; and Sustainable Development Practice Groups and the Development Economics Vice Presidency. Through its Engagement and Partnerships team (ECREP), it works with diverse stakeholders to mobilize private sector and philanthropic partnerships; guide strategic engagement with civil society, faith-based organizations, parliamentarians, local communities and other partners; and drive advocacy and campaign initiatives-all with a view to helping the Bank Group deliver on its mission through greater collaboration, innovation, resources, and action.

ECR ENGAGEMENT AND PARTNERSHIPS TEAM (ECREP)

ECREP is responsible for building relationships and partnerships with a diverse set of stakeholders-from civil society and parliamentarians to think tanks and philanthropies-and providing strategic advice, analysis, risk management support, and messaging related to WBG programs and policies. In recent years the WBG has greatly expanded its engagement with key stakeholders and policy advocacy organizations; through its Stakeholder Engagement and Partnerships units ECREP maintains and builds on these relationships at a global level. In addition, ECREP leads advocacy and campaign efforts to further WBG development objectives and strengthen the impact of the institution's global convening platforms, including the Annual and Spring Meetings. ECREP also manages the SDG Partnerships and Connect for Climate multi-donor trust funds.

ECREP is seeking an External Affairs Manager to lead the expansion and deepening of our engagement with a diverse set of stakeholders across the civil society and private sectors and to advance our priority advocacy agenda. The manager will oversee three dynamic teams (Stakeholder Engagement, Partnerships, and Advocacy and Campaigns) and two innovative Trust Funds. He/she will be a member of the ECR management team and will report to the Director, Partnerships and Practice Groups.

The manager's responsibilities include, but are not limited to the following:

STRATEGIC COMMUNICATIONS LEADERSHIP:

  • Serve as ECR's lead on key stakeholder relationships at the global corporate level; provide overall strategic engagement guidance and advise ECRVP and GP/Regional leadership teams on risk management, partnerships, and advocacy.
  • Advise and guide staff in tracking and analyzing key issues of importance to stakeholder-WBG relations; provide regular intelligence and guidance related to the external and internal stakeholder landscape to senior management and relevant staff.
  • Develop and systematically maintain high-level networks and relationships with external stakeholders.
  • Oversee the development and implementation of outreach efforts, in collaboration with WBG Regions, to deepen engagement with stakeholders and partners at the country level.
  • Oversee the delivery of the SDG Partnerships and Connect for Climate trust funds' programs of work, in line with the broader strategies and/or priorities of the Bank and ECR.
  • Oversee the functioning of the internal Global Partnership Network (GPN) community of practice and develop and disseminate tools that enhance WBG staff capacity to effectively engage with a broad set of global stakeholders.
  • Manage the production of major communications content, including briefing notes and speeches for senior management.
  • Forge strategic partnerships with key stakeholders and advocacy organizations around development areas and issues of mutual interest and frequently represent the WBG in various fora related to global development.
  • Support key institutional initiatives and advise management on opportunities for advocacy with strategic partners in support of WBG and development priorities.
  • Demonstrate results through a strong focus on measuring and documenting impact.

Selection Criteria

TEAM AND PEOPLE MANAGEMENT:

  • Lead a team of professionals while also providing guidance to the broader ECR/CommNet and GPN networks in their global engagement and partnership activities.
  • Maintain high professional and ethical standards and ensure that staff are meeting them.
  • Monitor and prioritize demands and requests that come in from across the WBG and arrange support for areas requiring additional help, while recognizing broader departmental constraints and priorities.
  • Advise and guide staff in developing and implementing engagement and communication strategies, and lead from the front when needed.
  • Grow and mentor staff, take responsibility for their professional development, support staff learning, and more broadly support ECR talent management through proactive participation on the ECR Talent Board.
  • Share knowledge in the form of best practices, communities of practice, lessons learned or training with colleagues across ECR, CommNet and GPN.
  • Help the Director develop department-wide strategic staffing plans, recruitment plans and represent department on HR issues with various Bank representatives (management, GP units, TF managers, CommNet HR, etc.)

RESOURCE MANAGEMENT:

  • Manage ECREP's budget to support the implementation of ECR's strategy.
  • Support resource mobilization for and ensure effective management of the SDG Partnerships and the Connect for Climate multi-donor trust funds (MDTFs) in compliance with WBG policies and protocols governing MDTFs.
  • Ensure management accountability for delivering the agreed upon work program through cost-effective use of resources (human and budget) within the agreed parameters and in compliance with internal WBG fiduciary and safeguard controls and policies, and ensures timely delivery and overall quality of the department's outputs.

DEPARTMENT BUSINESS OBJECTIVES DELIVERY:

  • Ensure the ECRPG department meets its business objectives, and oversee the quality and completion of all deliverables.
  • Ensure that ECREP is responsive to client needs and delivers relevant, timely and quality communications in cooperation with other managers of ECRPG and ECR more broadly.
  • Supervise the external affairs team assigned to ECREP and ensure quality of its outputs.
  • Demonstrate results through a strong focus on measuring and documenting.
  • Collaboratively evolve and implement an effective ECRPG delivery model.
  • Support the Director in making mid-course corrections of strategies and approaches.
  • Help plan and administer the department budget.
  • Support fellow managers and stand in for each other when required.

The successful candidate will have:

An advanced degree in communications, journalism, politicalscience, international relations, public affairs, or other related fields, and12 to 15 years of substantial professional experience in positions ofincreasing complexity and responsibility.
