IFC has embarked on an ambitious new growth strategy, the outcome of which will be to double our volume of business by 2030 and triple the work we do in Low Income Countries (LICs) and Fragile and Conflict affected States (FCS). To do so, IFC will need to deploy its full range of financing, mobilization, advisory, convening and thought leadership skills. This also calls for the need to generate our own opportunities by proactively working "Upstream" to create, deepen, and expand markets and opportunities for the private sector and to imagine, design and implement investment projects. This strategy also relies on a closer WBG collaboration through the "Cascade" approach: working with clients, we will first seek private sector solutions to address development challenges-where such solutions are advisable and can be effective-and reserve public financing for projects only when other options are suboptimal.

Manufacturing, Agribusiness and Services (MAS) and Health and Education (H&E) are among IFC's key strategic priorities, and the two groups engage in a wide range of sectors including agribusiness & forestry, chemicals & fertilizers, construction materials, manufacturing, tourism, retail, and property, as well as health, life sciences & education. The departments also seek to maintain IFC, as part of the World Bank Group, at the cutting-edge of helping MAS and H&E clients identify solutions to new and emerging challenges.

IFC is seeking a Global Operations Manager for cross-cutting advisory, upstream, climate business, knowledge-management, analytics & reporting activities in MAS and H&E. IFC's ability to engage on core development issues - beyond IFC's immediate clients - contributes significantly to IFC's brand. The Global Manager will enable continuous learning across sectors and regions about tools, products and approaches that deliver results to clients.

She/he will coordinate on a continuous basis with the MAS and H&E leadership team, global sector managers, teams that deliver advisory and upstream solutions to clients, MAS climate business, and other relevant departments or units within IFC. She/he will have direct supervisory responsibility over advisory, upstream, investment and other staff, as determined. The position is based in Washington D.C. The manager will report to the Global Director for MAS and to the Global Director for Health & Education.

Duties and Accountabilities

She/he will oversee Global MAS and H&E advisory, MAS climate business, upstream and investment staff and programs which are "cross-cutting" in nature, i.e., covering multiple sectors (including climate business, global trade supplier finance, gender & workforce, distribution & retail).

• Oversee global MAS and H&E analytics & reporting, knowledge management and procurement functions.

• Manage the MAS advisory "cross-industry" team brings together 4 advisory offerings for clients across manufacturing, agriculture, and services: gender; workforce/labor; GTSF advisory; and the newly approved distribution & retail advisory.

• Manage the MAS Climate Business developing and delivering our climate strategies and KPIs. The team is instrumental to MAS's successful track record in climate. The role is multifaceted and involves areas of both leadership and of support. The team helps to deliver our core climate program while identifying select new areas to pilot or develop that can be replicated and scaled and helping to position IFC as the client's partner of choice in climate.

• Represent MAS and H&E in various working groups and initiatives (e.g., State-owned Enterprises, Unsecured Covenant Light Loans, Unsecured Bonds, etc.).

• Support advisory [and upstream] concept incubation - help develop new advisory and upstream offerings.

• Ensure consolidated and consistent advisory and upstream pipeline for MAS and H&E and portfolio oversight & reporting to Management and Board. This includes reporting on industry-specific and cross-cutting activities, client pipeline and portfolio for MAS and H&E quarterly business reviews, Board updates etc.

• Monitor donor funding arrangements and represent "cross-cutting" (i.e., across multiple sectors) activities in MAS and H&E vis-a-vis donors.

• Integrate budget asks across MAS and H&E sectors for global annual country-driven budgeting (joint advisory and upstream.

• Serve as point person for various IFC corporate asks to Global MAS and Global H&E, including communications, risk assessments, Advisory Services operations.

• Support smooth operation of advisory and upstream project oversight and supervision cycle across MAS and H&E sectors.

• Ensure effective onboarding of new hires and mentor, guide, and develop staff.

• Be part of and actively contribute to the Global MAS and H&E Management Team.

Selection Criteria

• A Master's degree and a minimum of 12 years of relevant experience.

• Strong knowledge of IFC, including budgeting, project management and internal processes & procedures.

• Good understanding of Global MAS and H&E strategy across various industries or sectors.

• Ability to connect across functions and units within Global MAS and H&E.

• Consistent track record of focusing on results. Ability to deliver high quality work that meet deadlines and achieve objectives.

• Strong project and interpersonal skills in a culturally diverse, hybrid (in person/virtual) environment. Well-developed communication and listening skills to interact effectively, motivate and collaborate with others.

• Proven track record in leading by example, in managing, mentoring, inspiring and motivating staff.

• Ability to prioritize effectively, thrive in a rapidly changing environment and embrace change.
