Job Description:
Job Summary: The Mgr HIM Operations is responsible for the operation of the document processing applications, release of information (ROI), data integrity, and documentation compliance. This position will manage the day-to-day operations of record retrieval, research, review and optimal maintenance of the legal medical record. The Mgr HIM Operations will be responsible for departmental compliance with state and federal rules and regulations, and continual readiness for regulatory entities including The Joint Commission (TJC). This position will act as a resource to other departments regarding applicable laws and regulations as they relate to the Record of Care. They will work closely with other stakeholders to ensure accuracy and integrity of medical records and act as the change agent to improve processes to be in alignment with technology and software changes.
Essential Job Functions & Accountabilities:
- Ensures timely and accurate retrieval and processing of all patient records, whether in paper or electronic format including developing and maintaining processes to include document reconciliation, document preparation, document scanning, quality review processes, chart analysis, chart delivery of electronic or paper records and the secure maintenance of legal medical records.
- Intimately familiar with clinical indexing rulesets and documentation governance standards.
- Ensures timely and accurate retrieval and processing of all patient records, whether in paper or electronic format including developing and maintaining processes to include document reconciliation, document preparation, document scanning, quality review processes, chart analysis, chart delivery of electronic or paper records and the secure maintenance of legal medical records.
- Intimately familiar with clinical indexing rulesets and documentation governance standards.
- Manages all functions of the Health Information Management (HIM) Department related to release of information (ROI), vital statistics, compliance as it relates to state and federal guidelines, rules and regulations, regulatory agencies, fiscal intermediaries, third-party payers, and insurance companies.
- Develops direct reports by defining roles/responsibilities and expectations, assigning and communicating performance, and promoting professional growth and accountability.
- Assists team in communicating and aligning work priorities with the organizational vision, mission, values, and service standards.
- Monitors processing and timely completion of record submission for RACs, MICS, and other mandated or contractual audits which affect hospital reimbursement.
- Coordinates and facilitates the processing of HEDIS and other third-party audit requests for the health system.
- Works closely with the Quality Department to assure that all required information is submitted, including but not limited to, Center of Excellence Certifications, Registry Audits and CDAC record submission.
- Assures timely response to RAC requests. Work closely with stakeholders such as coding, case management, patient financial services and compliance regarding appeals on post-payment audits and related corresponding database management activities.
- Implements process for ROI including establishing chart request protocols - paper, electronic, via portal etc.
- Monitors compliance with HIPAA Privacy and Security requirements and timeframes for HIM.
- Works closely with the ROI vendor to ensure compliance with the contract.
- Establishes staffing levels and protocols to provide for the timely completion of birth and death certificates in accordance with Texas State filing requirements.
- Ensure data integrity through chart corrections and merging.
Qualifications:
- Required Qualifications:
- Bachelor's degree in health information management, Health Care Management or in a related field of study from an accredited college or university.
- Five (5) plus years HIM experience in an acute care setting.
- OR
- Associate degree in health information management, Health Care Management or in a related field of study from an accredited college or university.
- Five (5) plus years of experience in Health Information Management.
- Five (5) plus years of experience in a leadership role coordinating, supervising, and managing staff.
- Two (2) plus years of experience working with an electronic document management system (EDMS) and/or electronic medical records (EMR).
- AND
- Current certification as a Registered Health Information Technician (RHIT) or Registered Health Information Administrator (RHIA) accredited by the Commission on Accreditation for Health Informatics and Information Management Education (CAHIIM).
- Five (5) plus years of experience with document imaging/document management systems.
- Two (2) plus years of experience coordinating release of information.
