Description
The Human Resources Manager is responsible for year round and seasonal recruitment efforts and manages the facility labor sharing and Layoff and Recall processes.This role also administers human resources policies, procedures and programs while providing generalist support for employee relations issues.The Recruitment and Human Resources Manager ensures adherence to EEO and ADA labor/employment laws.This position is responsible for supervising a full-time HR Employment Supervisor and seasonal recruitment staff at our Atlanta, GA facility.
- Develop, plan and execute recruitment strategies to meet current and anticipated staffing needs for full-time and seasonal positions.Partners and communicates regularly with all levels of management to ensure strategies are aligned with specific hiring requirements utilizing internal job posting program, seasonal employee recall processes and external recruitment advertising, etc.
- Maintain the work structure by updating job requirements and job descriptions for all positions.
- Coordinate and communicate with management regarding staffing, policy issues.
- Manage a seasonal "pop-up" Employment Center peaking to a staff of up to 3-5 to approximately 400 placements and coordiantes daily operations.
- Coordinate placement of all seasonal leadership and key support positions and manages off-site recruiting events.
- Lead weekly facility labor sharing initiatives that ensure employee placements are in adherence with LOF/Recall procedures.
- Maintain daily seasonal data related to recruitment, hiring, recall and placement activities.
- Provides guidance and support to business partners and associates on all HR-related issues. Serves as the primary point of contact for the assigned operations team.
- Advises business leaders on all aspects of organizational effectiveness including hiring, performance management, employee relations and policy interpretation.
- Evaluates organizational climate and issues, assists with employee communications and facilitates improvements in the employee experience.
- Conducts thorough investigations, maintains proper documentation, partners with leadership on outcome, and ensures timely resolution and follow-up on employee relations issues.
- Provides guidance and assistance in the disciplinary action process; makes recommendations on the appropriate level of corrective action.
- Assist management with writing effective and accurate job descriptions, requisition process and approval, salary administration, etc.
- Serves as lead on various HR projects, such as documenting policies and procedures, updating HR manuals and identifying/implementing process improvements.
- Collaborates with corporate business partners and assists in the management, administration and communication of employee benefits, such as health and welfare benefit plans, policies on time away from work and leave of absences including FMLA, Workers' Compensation, and Paid Time Off (PTO).
- Promotes safety in the workplace.Conducts assessment of incidents in partnership with the Safety Specialist and directs reporting procedures, mandatory drug/alcohol testing and investigation process.
- Utilizes various systems/tools to track HR issues, identify trends, measure progress and analyze data. Compiles information and generates reports.
- Helps drive the execution and periodic analysis of on-going HR processes and programs, such as bonus programs, performance reviews, HR audits and recognition programs.
- Ensures legal compliance with all Federal and State regulations.Upholds consistency in the interpretation and administration of policies.Educates business partners on employment laws.
- Assist in assessing, creating, conducting and measuring associate training.
- Coordinate and or act as the HR sponsor for roundtables, town halls and or employee committees.
- Ensure legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the organization at hearings.
- Manage and supervises timely HRIS system entry of employee and job related data.
- Manage the employment verification process ensuring accurate information and timely completion.
- Assist in timely resolution of payroll issues and initiates stop payments and check reprints as necessary.
- Active engagement in professional memberships and associations in order to keep up-to-date on current issues, both within the profession as well as the local community.
- Coach, mentor, develop and evaluate a FT staff of 1 and a seasonal staff of 10+.
- Other job duties as assigned.
Requirements
- A Bachelor`s (BA or BS) in Human Resource Management or related field (e.g. Business, Organizational Communication, Industrial Psychology) preferred or equivalent. SPHR/PHR preferred.
- Six to eight years recruiting and generalist experience required.
- Two to four years supervisory experience required.

- Excellent interpersonal and communication skills andthe ability to work collaboratively and build positive/effective business partnerships.
- Proven project management skills and leadership capabilities.
- Working knowledge of Federal and State regulations and legal compliance.
- Proficiency in MS word, excel and power point.
- Experience with human resources software systems.
- Professionalism to work with confidential information.
