The AgFirst Human Resources team supports the payroll and benefits platform for the Farm Credit Benefits Alliance, a cooperative between the AgFirst and Farm Credit Bank of Texas districts, which is comprised of 33 independent agricultural lending companies representing 4,500 employees in 17 eastern and Gulf Coast states. As a part of the Human Resources leadership team, the Manager, Payroll manages payroll administration and directs the preparation, processing and distribution of payroll for AgFirst Farm Credit Bank and associate partners with within the Farm Credit Benefits Alliance. Maintains effective positive relationships with the association partners within Farm Credit Benefits Alliance in providing payroll compliance support, guidance and training. In addition, the Manager, Payroll will lead the payroll team through the HR Transformation initiative.
Duties & Responsibilities
Management of Payroll Administration
- Serves as subject matter expert for payroll administration and ensures system and pay compliance as it pertains to FLSA and other legislative regulations
- Manages the payroll team in the preparation, processing and distribution of the AgFirst and Farm Credit Bank of Texas Districts' payroll to ensure accuracy of employee earnings, taxes, garnishments, deductions and annual/sick/PTO leave plans
- Ensures that payroll team complies with requirements of any child support, tax levies and any other federal or stated mandated garnishment
- Ensures that payroll controls, such as, salary control is completed monthly and in accordance with HR/ICFR controls
- As a part of the Human Resources leadership, ensures that payroll business functional practices are performed efficiently, effectively and in accordance with industry best practices
- As payroll manager, ensures effective communications regarding payroll legislative updates, annual processing schedules, and or, any information as it pertains to payroll, absence and time management
- Accountable and in conjunction with the payroll team, for ensuring payroll standard operating procedures are current or modified as appropriate, and that payroll processes are performed in accordance with procedures
- Work with other HR teams and leadership to identify opportunities to streamline business processes, as well as strategize for opportunities to add value as it pertains to payroll analytics requirements and other process enhancements
- In collaboration with the HR Technical team ensures that payroll earnings and deductions are configured and costed to general ledger appropriately
- Serves as payroll liaison for HR technology to provide functional support for Oracle HCM system as it pertains to the absence, payroll and time & labor modules
- Determines impact and coordinates payroll testing related to Oracle quarterly and critical ad-hoc patches, upgrades, etc.
- Collaborate with HR Technology team with constructing and delivery of communications on payroll-related system changes, enhancements, and change management efforts and documentation
- In collaboration with Director of Total Rewards, ensures that annual CIP, EIP, and LTI incentive payments are processed, reconcile and accrual true ups are completed and reversing journal entries are accurately posted
Management of Payroll Tax / Other Regulatory Reporting and Filings
- Serves as the subject matter expert on payroll tax regulations as it pertains to employer withholding and reporting requirements
- In collaboration with HR Technology team ensures that required Oracle updates with payroll compliance topics are reviewed, tested and implemented
- Ensures that Oracle has current tax tables installed semi-monthly, and that employer state unemployment rates are current within the Oracle application, as well as ADP
- Manage payroll team in ensuring that employee/employer withholding taxes are reconciled semi-monthly and Oracle periodic file is transmitted accurately and timely
- In addition, ensuring that withholding taxes are reconciled and submitted according to ADP deadline
- As the manager of payroll, ensures that ADP portal is current to include accurate employer profiles, employer state registrations are accurate and up to date, annual power of attorneys for each employer are intact, and all applicable documents for third party support is intact
- Ensures that payroll team validates ADP quarterly tax reporting is accurate and tax forms are distributed to associations each quarter
- Accountable for ensuring that any tax issues are identified, analyzed and resolved
- Accountable for ensuring employee W-2s forms are issued accurately and in accordance with the IRS distribution deadline
- Other responsibilities include ensuring annual payroll data is reconciled and transmitted by ADP W-2 submission deadline
- Accountable for the accuracy of back-up withholding tax deposits from the loan system reporting for patronage dividends/escrow and to ensure the timely filing of the Forms 945 annually for the AgFirst District associations
- Oversees mandatory payroll or organization census surveys and reporting
Payroll Accounting
- Oversees the management of the monthly general ledger reconcilement to ensure that they are performed in accordance with ICFR controls
- Accountable for payroll general ledger risk management to ensure that payroll team operates business functions according to ICFR controls
- Ensures that payroll earnings, taxes, deductions and annual leave accruals are timely and correctly recorded in the various general ledgers and all payroll accounts, including two master bank accounts
- In collaboration with HR Technology, accountable for ensuring all earnings, taxes & deductions, are costed to the appropriate general ledger accounts. Also, responsible for identifying and correcting any payroll general ledger suspense entries
Requirements
- Bachelor's Degree in Accounting, Finance or Business
- 8+ years of experience and knowledge of automated payroll and HRMS systems
- Minimum of seven years' automated payroll accounting systems experience
- At least three years management experience
- Professional certification (CPP, FPC, etc.) strongly preferred
- Strong accounting skills
- Ability to prioritize and organize work in order to meet deadlines
- Ability to communicate effectively, both orally and in writing, and to work collaboratively with others
- Project development, analysis and management skills
- Possesses a high degree of accuracy and attention to detail
- Computer skills to include HCM system, General Ledger system knowledge, and Microsoft Product Suite
- Proficient with Microsoft Excel
