SUMMARY:
The Manager of Payroll Operations is responsible for the successful oversight and management of the payroll team, through a centralized service delivery model. This role will serve as a "change agent," ensuring the payroll function's shift to a forward thinking and proactive group, focused on harnessing best practices, and technological advancements.
The Manager of Payroll Operations manages relationships with internal and external stakeholders, audit, and local and national government agencies. This highly functioning leader is responsible for a successful multi-state payroll including the US, Canada, and Puerto Rico, and additionally works cross functionally with other service delivery teams to optimize customer solutions and ensure complete, accurate, and compliant solutions with a focus on customer satisfaction.
This role is hybrid offering flexibility to work a few days on site in San Antonio and a few days remotely.
RESPONSIBILITIES:
Leadership
- Setting goals for the work group, developing organizational capability, and modeling how we work together:
o Demonstrates ability to lead complex projects, including Mergers, Acquisitions and Divestitures and other business reorganizations to ensure the success of the project
o Supports the implementation of company programs in collaboration with key stakeholders e.g. IT, HRIS, Compensation and Benefits
Planning and Execution
- Developing strategic and operational plans for the work group, managing execution, and measuring results:
o Plans and manages department processes and practices to ensure that programs are aligned with company business goals and objectives
o Consults closely with business leaders and regional partner resource heads to establish payroll approach and programs and ensures alignment with overall company policies, programs, and business objectives
Business Acumen
- Providing functional expertise and executing functional responsibilities:
o Directs payroll activities associated with mergers and acquisitions and companywide or site specific projects
o Ensures that all associates in North America are paid on time and accurately and that statutory deductions and returns are filed with government agencies on time
o Oversees process improvements to ensure efficient and accurate payroll processing, payroll tax reporting, payroll accounting, and record retention
o Serves as an internal expert and acts as an advisor to internal departments on compliance and technical issues involving North America payroll, taxes, tax withholding, benefits, associated labor laws, and payroll/payroll tax responsibilities
Partnership and Team Building
- Providing partners with coaching, feedback, and developmental opportunities and building effective teams:
o Assists the Sr. Manager, Payroll Operations with the optimization of the payroll team structure to support operations, standardization of internal reports, documents, and processes where possible
o Conducts and ensures the completion of performance reviews
o Oversees training and development of partners directly and indirectly managed and makes effective staffing decisions
o Provides coaching, direction and leadership support to team members in order to achieve partners, business and customer results
- Manage ADP relationship and the payroll team to deliver essential functions and to deliver timely accurate payrolls:
o Monthly review of vendor performance relative to contractual SLA
o Responsible for quarterly adjustments and year-end activities for US and Canadian payroll
o Work with HR & Global Mobility on cross country associate transfers to ensure all payroll associated aspects of the transfer are coordinated and managed to ensure compliance (local and/or host), accurate delivery of pay and benefits and other policy driven allowances, compliant reporting in one or more countries concurrently
o Assist Finance with the reconciliation of the cash accounts accessed by ADP to cover payroll charges
o Coordinate and manage relationship between ADP and HR, Global Mobility, Tax, Treasury and Finance departments
o Manage payroll policies and procedures for Sarbanes-Oxley compliance
o Perform security audits within the payroll system
REQUIREMENTS:
Education
- Required: BS/BA degree or equivalent relevant experience running payroll
Qualifications and Experience
- 3+ years' experience in the management of multi-entity company payroll
- 3+ years' experience in managing and developing others
- Strong oral and written communication skills and ability to interface at the highest levels within an organization
- Working knowledge of labor law directives as they relate to payroll and tax including but not limited to working time, minimum wage regulations, regular rate of pay calculations, maternity, paternity and family leave
- Knowledge of and ability to navigate vendor relationships as they relate to 3rd party payroll service providers and Service Level Agreements (SLA)
PREFERENCES:
- Payroll experience with the US, Canada and Puerto Rico
- Process improvement and project management
- Fundamental Payroll Certification (FPC) or Certified Payroll Professional (CPP)
- Payroll system evaluation and implementation
- Experience with ADP Global View, Workday, SAP
