Manager, Performance Measurement (remote)
Job Description
Primary Responsibilities:
Project Management for the Quality Payment Program (QPP), the Qualified Entity (QE) for CMS and the National Quality Forum (NQF) programs: Oversee and manage project deliverables including work plans, budgets, communication plans, quality assurance plans, reports and presentations. Accountable for high-quality and timely completion of deliverables, sound management of project finances, and customer satisfaction. Manages relationships with external and internal stakeholders. Main responsibilities include:
- Oversee and manage projects
- Develop, monitor and report on project budgets
- Develop project communication plan and escalate issues when needed
- Develop and maintain relationships with project clients and stakeholders
- Coordinate activities with outside experts and organizations
- Ensure completion of project deliverables, such as supporting materials for measure endorsement submissions and reports for clients, by working with other project staff
- Prioritize issues related to timely delivery of high-quality deliverables; propose solutions when needed
Policy Clarification Support: Provide direct support and clarification on complex questions regarding the performance measurement technical specifications. Prepare written responses to questions for customers and for discussion at internal meetings. Provide support and guidance to Analysts, including verifying verbal responses and reviewing/editing written responses.
Leadership:Mentor and train Coordinator and juniorstaff acrossprojectsregardinghow to effectively manage tasks to meet deadlines and produce high quality deliverables. Promote cost effective implementation of work by delegating work to Coordinator and project staff.
- Promote staff engagement and work ethic by delegating work and involving junior staff in decision-making, resulting ina positivework environment staff assuming leadership of project tasks.
- Develop a collaborative environment that encourages Project Team members to offer operational/process/administrative suggestions, instills a sense of task ownership, and supports both team-based and independent work.
- Hold planning, execution and after-action meetings with task leads for each oversight and administrative task to prepare for, carry out, course correct and improve processes.
- Identifyand fill learning gaps through strategic task assignment/delegation.
Publication Development: Develop and enhance existing policies and products. Participate and support NCQA multifunction teams, committees and external workgroups involved in developing and enhancing NCQA's existing products, in particular the HEDIS Volume 2 publication. This includes facilitating the serving as a liaison to staff developing new products and measures.Research content, conduct analysis, synthesize feedback, assess quality of standards, prepare written summaries, incorporate changes and recommendations, rewrite/edit publications.
Requirements:
- Bachelor's degree and 4 years' post-baccalaureate experience
- Proven experience in complex project and account management
- Demonstrated project management skills and experience
- Excellent oral and written communication skills
- Ability to develop clear work plans and lead cross-organization teams
- Proficiency with Microsoft Office Suite applications
- Demonstrated ability to work with minimal supervision to meet deliverables, anticipate challenges and identify resources to overcome challenges
