The Scoop:
The Manager, Program Management is responsible for the development and implementation of programs and/or services provided to the Company's clients. Manages and oversees the staff related to this effort. Provides ongoing maintenance and support of program and services by providing subject matter expertise on assigned programs and by providing program and project management leadership across the company including business operations and information technology. The Manager, Program Management may work within one or more regulated market lines of business - Medicare Part D, Marketplace, Prescription Drug Plan (PDP) or the Medicaid plans including: Medicaid Fee for Services (FFS), Medicaid Managed Care (MMCO), Children's Health Insurance Plan (CHIP), or Value Based Care.

- Manages and retains the necessary resources to successfully perform the duties for program management and other related teams
- Provides day-to-day management of team, including developing and administering department policies and procedures and establishing quality standards and measuring performance results
- Plans and manages day-to-day department activities and continually develops and monitors performance goals
- Ensures that deliverables are on time, within budget, and meets the implementation timeframes expected by MedImpact's internal and external customers and regulatory state or federal entities
- Regularly reviews and understands related state and federal regulations and guidance and provide comprehensive assessments of regulations and related guidance to develop MedImpact programs and service offerings
- Executes and manages projects to ensure timely and quality implementation of program deliverables
- Collects, summarizes, and compiles implementation progress metrics and develop overall implementation project progress reports
- Provides guidance to staff to overcome implementation roadblocks
- Develops high-level business requirement documentation, project scope documentation, project plans, task lists and policy and procedure documentation
- Executes and manages projects to ensure timely and high-quality implementations of business and system processes that are in compliance with all applicable regulations and guidelines
- Works in line with Company policies and procedures and all applicable laws and regulations
- Develops and maintains program requirements, project plans and related internal and external communications
- Determines feasible project start and implementation dates, reviews project deliverables, and develops and maintains accurate project information throughout all projects
- Responsible for completeness of all project documentation throughout the project lifecycle and for obtaining appropriate approvals at each phase of the project
- Interfaces with MedImpact business operations and information technology personnel and project team members in managing project deliverables
- Communicates program and service requirements, secures resource needs, and prioritizes work for business and IT divisions
- Communicates with staff to outline work plan, assign duties and responsibilities
- Coordinates and interfaces with other departments for project transition
- Provides program subject matter expertise and issue management through written communications and discussions with Client Services, Account Management and with clients
- Assists with training of staff regarding project/product output and development of supporting materials and documentation
- Manager, Program Management for Medicaid Programs: reviews and understands State and Federal Medicaid Information Technology Architecture (MITA) requirements and guidance relative to PBMs for the purposes of orienting internal IT resources supporting specific State FFS program requirements
- Performs other projects as assigned
Education and/or Experience
For consideration candidates will need
Manager, Program Management for all Programs (except Medicaid):
- Bachelor's degree (or equivalent combination of education and experience)
- Five (5) years' of comparable experience in the job duties listed
- Prior experience should include a minimum of two (2) years' management or supervisory duties at a PBM, State Medicaid Agency, State IT Enterprise System, Medicaid Management Information System (MMIS), Enterprise Electronic Data Interchange (EDI), and/or State FFS PBM in the program management or operations area
- Experience should include working with enterprise-scale solutions, including: State IT Enterprise Systems, State FFS Medicaid Pharmacy Benefit Management System (PBMS), Medicaid Management Information System (MMIS), and Healthcare Electronic Data Interchange (EDI)
- Must have a strong working knowledge of State FFS IT Enterprise systems, State EDI, MMIS, and/or PBM project management experience in managing State FFS projects
- Leadership experience may be substituted with four (4) years of MedImpact experience plus an appropriate external leadership training program and internal mentorship with a seasoned leader (Dir ) for current active employees
Computer Skills
- To perform this job successfully, an individual should have a solid working knowledge of Microsoft Office Suite with an emphasis on Word, Excel, MS Access, and Project
- Manager, Program Management for Medicaid Programs in addition to the above requirements ideally should have (1) Demonstrated understanding and experience with the Agile Method desired, (2) Understanding of common enterprise architecture frameworks and principals desired including MITA (Medicaid Information Technology Architecture)
Certificates, Licenses, Registrations
PMP Certificate, not required, but preferred
Other Skills and Abilities
- Extensive knowledge of specific program(s) requirements and project management methodologies, practices, and system development methodologies
- Ability to work effectively with clients, internal departments, and vendors to implement new programs
- Must successfully manage and organize projects in a fast-paced environment
Travel
This position may require occasional travel and attendance at local conferences and meetings.
