Job Description

Team Rubicon (TR) is seeking a Manager, Program Support in our Program Design & Learning Group. This Program Support Manager leads a team that supports the development and refinement of TR’s capabilities within programs including domestic operations, international operations and home rebuild services. The ideal manager influences stakeholders across departments. You have a flair for managing people, internal and external stakeholders, and projects that touch many parts of the organization and become real in the field. If you’re familiar with logical frameworks and directing development of tactical guidance, you’re going to love this role! You have a knack for knowing your audience when communicating verbally or in writing and can coach others to do the same. 

Every day will be a challenge, but every month brings new opportunities for an organization quickly becoming a household name in disaster response. This position reports to TR’s Deputy Director, Program Design & Evaluation and is based out of TR’s National Headquarters in Los Angeles, CA. 

Duties: 

  • Hires, manages, and evaluates team members to support program design, doctrine and technical guidance support.
  • Assigns and manages projects to team members, contractors, and technical advisors.
  • Leads and facilitates the design of new capabilities including logical frameworks for program implementation and measurement. 
  • Facilitates project management to ensure timely implementation of new capabilities and redesigns of existing capabilities.
  • Responsible for deadlines, stakeholder engagement, task management, and project budget.
  • Works with cross-functional teams to facilitate program development and implementation.
  • Continually seeks best practices in the field for program design and development, project management, procedures, and key performance indicators.
  • Leverages industry publications, public policy documents and other authoritative sources to best understand the scope, challenges and needs relevant to the communities we serve. 

Experience and Background: 

  • Master’s degree with 3+ years of related experience in humanitarian field, disaster studies, business administration, nonprofit management, housing, community development; or equivalent experience or a bachelor’s degree with 5 years of relevant experience in the military, non-profit, humanitarian, international development, capabilities development project management, emergency management community  
  • Experience working in or with a humanitarian, emergency operations or disaster response organization preferred 
  • Preferred: Experience with Asana Project Management software, Microsoft Office/Suite/365 - Outlook, Excel, SharePoint, Teams, Word, PowerPoint

Special Requirements:  

  • This is a full time; in-office and is based out of Los Angeles, CA and provides a flexible & non-traditional work schedule (relocation expenses not provided).
  • The person filling this position may be required to complete training courses as recommended and made available by Team Rubicon 
  • Due to the nature of Disaster Response work, this position will from time to time require being on-call during non-business hours and weekends
  • Some travel will be required in order to support the success of the organization and engage in professional and team development opportunities
  • Required: On-call periods to deploy within 24-48 hours of notice
  • Required: Field deployments to disaster operations 1-2 times per year
  • Required: 20-25% travel to support broader organizational activities

  • $84,364 - $126,547 per year
