Manager, Research Contracts and Finance

Position Summary:  The Manager, Research Contracts and Finance oversees all accounting and contracting activities on behalf of West Cancer Center & Research Institute as needed to support research.  This associate works closely with Sponsor, CRO, investigator regulatory, quality assurance, clinical staff, partners and affiliates.  Position works under the general direction of the VP of Research Services.

Supervisory Responsibility:  This position requires oversight of Research Accounting and Contracting staff and other personnel as assigned.

Essential Duties and Responsibilities:

• Establishes policies/processes for review of contracts and budgets
  • Provides training and education to staff as needed
  • Provides procedures updates as needed
• Reviews, negotiates, and monitors contracts for all vendors providing research related services, clinical trials, chart review, investigator initiated trials, other research projects and confidentiality agreements
  • Assigns clinical trial agreements to appropriate staff in department
  • Communicates with staff regarding reasons for revisions to contract as needed
  • Ensures all contract requirements are addressed
  • Communicates with VP of Research Services and Director of Research Nursing to obtain specific protocol requirements
• Manages review of budgets for all studies
  • Oversees negotiations of budgets ensuring sufficient compensation as required given project related Scope of Work. Works closely with regulatory staff, and clinical team reviewing the informed consent, protocols, and contract requirements
  • Ensures contracts and budgets are returned to Sponsor in a timely manner
• Oversees the development of Medicare Coverage Analysis and research billing sheet for each clinical trial
• Oversees the patient and revenue tracking through use of the Clinical Trial Management System (CTMS)
• Submits monthly, quarterly, and annual financial reports and other financial reports as requested
• Manages outstanding receivable reports and oversees research collections activities
• Oversees tracking and reporting of cash receipts, posting of payments and submitting of invoices and check requests
• Performs internal audits to assure that study revenue is accurately captured
• Standard Operating Procedures (SOP) 
  • Monitors contact and budget SOPs with Quality Assurance
  • Revises and implements SOPs as needed
• Coordinates and participates in internal and external meetings as needed
• Interfaces internally with appropriate staff in each department of West Cancer Center & Research Institute including finance, billing, data management, regulatory, investigator, clinical staff, and quality assurance
• Interfaces externally working closely with the Sponsor, CRO, and vendors
• Maintains a professional approach respecting the dignity and confidentiality of associates, managers, and vendors
• Performs all other duties as assigned

Qualifications/Experience:

Bachelor’s degree and minimum four years of clinical contract/budgets/accounting experience or an equivalent combination of education and experience.

Required Knowledge, Skills and Abilities:

• Must have exceptional verbal and written communication skills
• Must have understanding of clinical trial related contracts and budgets
• Must be skilled in the area of negotiation and task follow-up
• Must be proficient with the following software: Word, Excel, Power Point and Adobe Acrobat
• Must be able to prioritize multiple projects and coordinate these efforts
• Must be able to maintain confidentiality of information and procedures developed
• Must be able to work on complex projects involving various research and ancillary entities
• Must be able to promote a positive customer service image and maintain positive working relationships with internal and external customers
• Ability to add, subtract, multiply, and divide in all units of measure, using whole numbers, fractions, an decimals; ability to compute rate, ratio, and percent and to interpret bar graphs
• Ability to solve practical problems and deal with a variety of instructions furnished in written, oral, or diagram form
• Ability to sit, stand, walk, reach, climb, or balance, stoop or crouch, hand/wrist use, talk, see, and hear for extended periods of time
• Ability to left up to 15 lbs.

Preferred Knowledge, Skills, and Abilities:

Oversees tracking and reporting of cash receipts, posting of payments and submitting of invoices and check requests

Familiarity with National Coverage Determinations (NCD) including NCD 310.1, Local Coverage Determinations, and National Comprehensive Cancer Network (NCCN) Guidelines
