Talent Acquisition Manager

Location— Detroit, Atlanta, NYC, Los Angeles

The Opportunity

Manages the recruitment life cycle and day to day and strategic recruiting operations for the organization.  Equal parts people and project manager, identifies, develops, and refines strategies, technologies, systems and structures that enable a team of recruiters to successfully manage, prioritize and close searches against ambitious timelines.  Serves as the lead in the development of processes and initiatives tied to effective applicant sourcing, screening, interviewing, reference and background checking. Provides strategic advice to internal stakeholders on recruitment priorities and best practices.

Who We Are

The Center for Employment Opportunities (CEO) provides employment services to people with recent criminal convictions. Across the United States, over 6,000 people participate at CEO each year, transitioning to employment that supports themselves, their families, and their communities.

What began as a demonstration project of the Vera Institute of Justice in the 1970s to address employment barriers facing the formerly incarcerated following release in New York City has grown into the leading reentry employment organization in the country, where over 25,000 formerly incarcerated individuals have secured full-time employment since 1996. In 2016, CEO embarked on a 5-year strategic plan to grow to serve 9,000 participants annually. 


Who You Are

  • Passion for recruitment and the impact it can have on an organization
  • 5+ years of progressive high volume recruiting experience including sourcing and full life cycle recruiting
  • Ability to execute recruiting strategy, including organization promotion in the non-profit sector, candidate management, diversity sourcing, and interview process management
  • ATS experience with sourcing, tracking, and managing candidates
  • People management experience, with demonstrated evidence of ambitious team results and growth of direct reports
  • Strong client focus and commitment to continuous improvement 
  • Strong analytical skills with the ability to create, measure, and scale effective workflows between candidates, hiring managers, and the recruiting team
  • Able to work in ambiguity and excited to build out new processes 
  • PHR, SHRM-CP a plus

What You’ll Be Responsible For

Key responsibilities of the Manager, Talent Acquisition include but are not limited to:

Strategy Administration

  • Partner with the Director, Talent and senior staff in the design and delivery of an effective staffing and recruitment strategy; lead the development of sourcing strategies for core CEO positions in partnership with team leadership, recruiters, and hiring managers
  • Identify and use recruitment metrics to drive decision making and process improvements
  • Produce and analyze hiring data and contribute to the creation of data dashboards
  • Partner with team leadership in sharing data dashboards with hiring managers and the Senior Executive Team, leading these conversations as needed
  • Work in conjunction with our Finance team and hiring managers to forecast vacancies for the year ahead during each budget cycle
  • Develop strategic goals and initiatives to meet the organizational recruitment efforts for justice involved individuals
  • Conduct industry research and stay current on the talent landscape to improve best practices

Recruitment and Hiring Systems and Processes 

  • Lead a team of Recruiters to implement CEO’s recruitment lifecycle and to develop creative, cost effective, and proactive sourcing strategies to attract top talent
  • Develop, update, and communicate recruitment processes cyclically, incorporating hiring manager and candidate feedback
  • Maintain proactive communication with all stakeholders, including candidates, hiring managers, and Director, Talent, leading and supporting resolution of challenges and barriers that arise
  • Build the talent pipeline and develop diverse networks of talent within relevant organizations and educational institutions in alignment with organizational priorities; research, identify, and coordinate sourcing strategies to find talent needed to ensure CEO teams are diverse and representative of our participant population
  • Create and refine interview guidelines, evaluation tools, and assessment procedures to ensure all managers are equipped with the necessary resources to hire equitably, inclusively, and effectively
  • Work in conjunction with Communications Team to attract talent through social media channels and LinkedIn Recruiter and to ensure our Careers page is up-to-date
  • Conduct background checks in accordance with federal, state and local laws and contract compliance as required
  • Maintain our Applicant Tracking System (ATS), ensuring it meets recruitment, manager, and organizational needs
  • Oversee the candidate referral and other incentive programs related to hiring 
  • Identify trends, issues and opportunities relevant to our talent pools
  • Coordinate efforts with hiring managers and Benefits team to ensure high offer to acceptance rates
  • Project manage, host and attend recruitment events

Team Management

  • Supervise and evaluate Recruiters through continued training, coaching and development; effectively distribute work across team
  • Provide mentorship, guidance and development to team members
  • Serve as backup for other team members when needed
  • Represent CEO at public engagements, networking events, conferences, job fairs, and meetings; participate in industry conferences and events
  • Contribute to discussions around talent development, DEI, and benefits strategy

KPIs

  • To ensure that CEO’s recruitment process is in line with CEO’s values, is inclusive and equitable, is legally sound, runs smoothly,  and uses appropriate methods to ensure that candidates meet job and behavioral requirements.
  • To ensure all vacancies are filled to target time frame and with quality candidates.
  • To ensure each team is reflective of the participants served in that region
  • 90% of hiring managers report they understand CEO's hiring process and have the resources needed to bring on and retain strong, mission-aligned, and diverse teams
  • 90% of hiring managers report they receive actionable data that equips me to make stronger and more equitable hiring decisions. 

Compensation and Benefits  

The salary range for this position is $85,000-$95,000/annually. CEO's compensation philosophy considers a variety of factors including experience, internal equity, and the labor market associated with the city in which the position is located. The labor markets associated with the cities in which CEO is based are variable, and the salary range included here reflects this. Our salary offer will fall within this range and will be reflective of the labor market of the city in which the position is based, as well the other factors named above.
