Summary
This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Employees of the DoD to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: The U.S. Army Corps of Engineers (USACE) New England District (NAE) is responsible for managing the Corps' civil works, military, and other programs. The Operations Division is a diverse organization with a small Division level staff housed within the NAE Headquarters in Concord, MA.

- This position requires the incumbent to travel away from duty location on business travel up to 5% of the time.
- This position is considered to be emergency essential; the incumbent is required to report for duty during emergency situations.
- This position requires the incumbent to successfully pass a pre-employment physical evaluation by a certified medical professional and maintain physical readiness to perform the duties of this position.
- This position requires to obtain and maintain a Dept. of Public Safety Hoisting Engineer License minimum of 2B within 6 months of employment.

Qualifications
In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. SPECIALIZED EXPERIENCE REQUIREMENT FOR GS 11: one year of specialized experience equivalent to the GS-09 grade level in the Federal service which includes any FOUR of the following: (1) Manage daily activities for the maintenance and repairs on vessels, marine equipment and facilities infrastructure; (2) Manage all matters pertaining to maintenance and repair of vessels, infrastructure and equipment; procurement of equipment and supplies. (3) Take readings of temperature (pyrometer), water and oil pressures, to ensure proper regulation and operation of engines, and foresees need of maintenance and repair of equipment to alleviate breakdowns. (4) Perform, set up, repair, and maintain marine propulsion units, vessel equipment, diesel marine engines and outboard engines and all boats. (5) Operate machine shop machinery such as a drill press, lathe, milling machine and threading machine. (6) Perform welding to include stick, tig, mig, oxy acetylene and brazing. (7) Perform fabrication to include ship fitting, pipe threading, and metal fabrication. (8) Mange a facility equipment tracking and management system such as Facility Equipment Management System (FEMS) or equivalent.

EDUCATION: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to perform the work of the position, such as marine engineering, facilities engineering, facilities management, marine business management or a similar field of study. (Note: You must attach a copy of your transcripts.)

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage, divide your total months of qualifying experience by 12. Then, divide your semester hours of graduate education beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages. The total percentage must equal at least 100 percent to qualify.). (Note: You must attach a copy of your transcripts.)
FIRST SELECTIVE PLACEMENT FACTOR: This position requires a Department of Public Safety (minimum of 2B) Hoisting Engineer License at the GS-11 grade level within 6 months of employment.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
