Program Mission…

The CDF program is an evolution for the way DoD programs services and combat support agencies access data by providing data consumers (e.g. systems app developers etc.) with a “one-stop shop” for obtaining ISR data. The CDF significantly increases the DIE’s ability to meet the ISR needs of joint and combined task force commanders by providing enterprise data at scale. The CDF serves as the scalable modular open architecture that enables interoperability for the collection processing exploitation dissemination and archiving of all forms and formats of intelligence data. Through the CDF programs can easily share data and access new sources using their existing architecture. The CDF is a network and end-user agnostic capability that enables enterprise intelligence data sharing from sensor tasking to product dissemination.

Experience:10 years or more in relevant roles with demonstrated skills in both technical and leadership capacities.

Education: Bachelor’s degree in systems engineering computer engineering or a related technical field

Required Technical and Professional Expertise

• Team Management :
  • Lead teams of ~12-16 individuals across two groups:
    • Outreach team that integrates and supports data framework providers. This includes communicating ETL capabilities offered by the MDM and creating transformation requirement packages (TRPs).
    • ETL development team responsible for developing deploying operating the ETL platform and configuring ETL flows based on TRPs.
• Stakeholder Engagement :
  • Regular communication with the GPMO IBM internal leadership and TO3 MDM team to convey tasking project objectives and program status.
• ETL Technical Expertise :
  • Act as a Subject Matter Expert (SME) in ETL particularly in understanding data formats transformation requirements and Cloudera Flow Manager (NiFi). Provide guidance to junior team members.
  • Strong understanding of data mapping and streaming data transformation principles and methodologies.
• Documentation Reporting and Compliance :
  • Ensure the creation of comprehensive project and technical documentation.
  • Deliver detailed reports highlighting project progress potential risks and key metrics.
• Other Duties :
  • Conduct trade studies to enhance system design as needed.

Skills & Other Requirements

• Technical Expertise :
  • Solid Java development background preferred.
  • Proficiency in building scalable and robust systems.
• Project Management :
  • Proven track record of managing complex projects from initiation to completion.
  • Adeptness with Agile methodologies and PMP-driven practices.
  • Demonstrated experience in leading mentoring and fostering collaboration among cross-functional teams.
  • Platform Accreditation: Thorough understanding of platform accreditation processes especially NIST 800-53.
