Manager, Application Development
Purpose: This position is responsible for production support and maintenance of existing business applications, as well as successful new solution development, including the analysis, purchase and implementation of appropriate vendor applications. The position assumes ownership for all IT activities which impact Generation and Engineering organizations. The position provides all technology support for the Monitoring and Diagnostics organizations such as SNC, SPC, Transmission and Generation. This position leverages business, technical, and consulting resources from across the IT organization to ensure the timely delivery of effective business solutions. The position is responsible for supporting and enhancing engineering modeling systems, estimating systems and engineering design systems. The position is also responsible for systems used by the generation fleet such as emissions monitoring, safety and health, and operational information systems. The scope of work includes: managing the life cycle of applications; providing project oversight; managing the staff who design, develop, deliver, and maintain application products; staying abreast of emerging technologies; developing expertise in the business area and effectively applying the knowledge gained within IT; ensuring effective resource planning; managing and developing supervisors and staff; effectively managing the budget for the organization.
Directly reporting to this position are nine professional staff members including two supervisors with strong technical, project management, consulting, and communication skills. This position provides performance management and development of the people reporting to this position. This position also aids decisions related to departmental structure, process improvements and work assignments and ensures compliance with Sarbanes-Oxley. The position is responsible for managing an annual technology budget of $4M.
Education/Experience :
- Degree in Engineering, Computer Science or a related field required
- Demonstrated leadership and management skills including building a strong results-oriented team; performance management; budget management
- Demonstrated communication skills (oral/written) to all levels of employees/management
- At least 4 years of supervisory experience is preferred
- Working knowledge of application development methodologies/processes & technologies
- Working knowledge and understanding of existing and emerging information technologies
- Awareness of energy industry trends, opportunities, and challenges
- Demonstrated ability to understand technology issues and quantify the risks to ensure appropriate business decisions are made
- Has developed initiatives and delivered results on time and within budgets
- Has worked across functions in IT or in business
- Has developed effective working relationships with employees, peers, and management

Job Responsibilities:
- Attract, develop, retain, and manage a highly effective, diverse workforce of technical employees highly skilled in multiple disciplines whose purpose is to design, develop, and successfully implement on time and within budget, applications and other products that deliver business value and exceed expectations
- Develop and implement an effective workforce plan that addresses succession planning, talent management, knowledge transfer, developing bench strength for the area high quality service delivery to meet the needs of the changing business environment
- Align technology support with strategic direction of Generation business units
- Develop, drive, and deliver on departmental strategic plans and goals
- Proactively manage the life cycle of the applications. Includes managing new solution development and assessing/implementing options from vendors; efficiently supporting, maintaining, and retiring applications to ensure maximum value and reduced cost
- Monitor solutions to maintain alignment with the business units
- Ensure application solutions exceed expectations for functionality, quality, cost and timely delivery
- Ensure appropriate disaster recovery plans are in place and effective
- Establish and maintain excellent working relationships/partnerships with IT, business units and external vendors
- Manage the organization as a business with emphasis on efficient budget planning, budget variance management, strong financial performance, and effective resource planning
- Comply with Sarbanes-Oxley requirements and established practices and procedures
