Primary Duties

1. Assumes primary responsibility for the administration of all agreements entered into by Gas Supply ensuring compliance with corporate policies, procedures and regulatory requirements.

2. Manages the scheduling department for all gas transported behind the distribution system and ensures reliability is not compromised by third party transporters. Coordinates with Rate Departments in each division to ensure that transportation tariffs accurately reflect business practices.

3. Coordinates the drafting, negotiating and execution of certain contracts, such as ISDA and NAESB, to ensure compliance with regulatory, legal, financial, division, and gas supply requirements. Develops contracting policies and administrative procedures that will accomplish the purposes and goals of the Company.

4. Assists in the planning, development, implementation, and maintenance of a computerized gas information system, e-signature platform, and records retention system ensure compliance with regulatory and corporate guideline.

5. Serves as a liaison between the gas supply department, TLGP, AELIG, division staff, regulatory department, legal department, gas accounting, gas measurement, treasury, and gas suppliers while resolving discrepancies found in, nominations, payments, and other gas supply related issues.

6. Responsible for daily reporting to Gas Control with end user nominations. Identifies and verifies that gas volume imbalances are properly managed.

7. Assists in the design and review reporting tools for various users including planning, forecasting, monitoring, and control applications.

8. Ensures proper review and compliance reporting required under the Dodd-Frank regulations related to physical supply and asset management agreements.

9. Manages the housing and maintenance of gas supply related contracts including master agreements, commodity contracts, storage and gas transportation contracts.

10. Manages the housing and maintenance of the division's sales and transportation agreements, online user agreements, and various other division and non-utility contracts.

11. Assists in the preparation schedules and exhibits, development of pre-filed testimony, and the response to interrogatories related to contract administration in support of gas cost review proceedings.

12. Coordinates with the rates and regulatory department to ensure compliance in Gas Supply related regulatory.

13. Oversees and ensures the accuracy of all contractual data entered into the gas management system of record.

14. Develops and monitors functional area budgets to ensure efficient utilization of resources. Plans and directs the achievement of area goals and objectives within established Company policies.

15. Maintains adequate staffing levels to ensure proper administration of activities. Selects, develops, motivates and evaluates the performance of assigned employees.

MINIMUM REQUIREMENTS

Educational/Experience Level:

Bachelor's degree in Business Administration and minimum five years progressively responsible professional experience in contract administration and/or gas scheduling or related field in the energy industry; or equivalent.

Communication Skills:

Requires the ability to communicate with internal and/or external customers in order to obtain and/or provide explanations and/or modifications on technical or other complex concepts to individuals with little or no background in the area under discussion. Strong written skills are essential.

Numeric Skills:

Requires the ability to review and prepare complex financial and/or accounting reports.

Computer Skills:

Requires advanced knowledge of various software applications to create documents, reports and/or graphics.

Work Conditions:

Works in an office environment. Requires occasionally performing activities including, but not limited to, bending, stooping, grasping, reaching, twisting, turning and/or lifting.
