MgrStrat Sourcing Supply Chain

The Strategic Sourcing Manager plans, organizes, directs, staffs and controls a wide range of operations and activities pertaining to contracting, procurement, and value analysis functions at Cook Children's; provides direct and indirect supervision to subordinate staff, including management, supervisory, professional, technical, clerical and other support employees; develops and administers goals, objectives, policies, and procedures regarding CCMC procurement, value analysis and supply chain functions; participates in supply chain strategic development and planning processes; and performs other duties as assigned. The Strategic Sourcing Manager ensures department compliance with required federal, state, and local statutes and in a manner that recognizes the value of positive customer relations with all of the department's customers. Collaborative decisions are reached following the Health Care System guidelines for quality, value, safety, regulatory compliance, delivery, and cost.

Responsibilities:

• Directs system wide Value Analysis and Contracting functions by planning, organizing, directing, staffs and controlling CCMC contracting, procurement and value analysis operations and activities; monitors, reviews and evaluates assigned functions and activities to ensure that they conform to hospital goals, objectives, policies and procedures; provides proactive purchasing services to CCMC departments in order to develop cost effective solutions to purchasing challenges and opportunities.
• Plans, assigns, directs, and monitors the work of teams, and develops and/or approves schedules; analyzes and distributes projects, assignments and workloads; evaluates employee performance; implements employee disciplinary actions as appropriate; responds to employee grievances and complaints; initiates and coordinates staff selection and training processes; ensures that staff activities comply with organizational expectations.
• Monitors and evaluates key performance indicators, VA initiatives tracker and financial reports to ensure compliance with budgets and standards, established procurement and VA systems and procedures in order to direct changes necessary to achieve greater effectiveness and economy, contract volume, supply chain information system performance, purchasing volume and flow.
• Primary responsible party for managing day-to-day Group Purchasing Organization (GPO) relationship and ensuring all GPO contracts are set to appropriate tier levels and that accurate contracts, including item-level pricing is accurate and consistent across all supply chain systems. Negotiates and implements purchasing contracts. Leads/Participates in contract formation with critical hospital-wide vendors, including negotiation, administration, and ongoing management of vendor relationships, ensuring services meet hospital expectations and that billing is accurate. Coordinates with CCHCS legal department as appropriate on locally negotiated contracts, which meet the criteria requiring legal review.
• Interprets policies, laws and regulations pertaining to hospital contracting processes; ensures that assigned functions comply with Joint Commission on the Accreditation of Hospitals (JCAHO) standards as well as the requirements of other federal, state and local regulatory agencies.
• Interacts with clinical and non-clinical departments, staff and physicians in order to facilitate progress on initiatives, which impact their areas and/or patients and provides instruction to clinicians in materials value analysis, sourcing, inventory management and distribution process.
• Coordinates the RFP, RFQ, RFI processes for product and service lines, as determined by Supply Chain management.
• Responds to concerns and/or complaints from patients, the public, medical staff, and/or other hospital managers pertaining to assigned areas in order to maintain positive customer relations; researches and investigates issues; prepares written or oral responses as needed.

Education:

• Bachelor's Degree in Healthcare field, Supply Chain, Business, or related degree required; Master's degree a plus
• Five plus years' experience in Strategic Sourcing or ten plus years in Nursing
• Intermediate level experience with Power Point and Word required.
• Prior experience with group purchasing organizations (GPO) preferred

Licensure, Registration, and/or Certification:

• Registered Nurse (RN) or Registered Respiratory Therapist (RRT) preferred
