Mid-Level Acquisition/Contracting Specialist

MetroStar Systems is looking for a Mid-Level Acquisition/Contracting Specialist that is passionate about the Federal Acquisition Regulation (FAR) and the Defense Federal Acquisition Regulation Supplement (DFARS). The ideal candidate will provide acquisition support to a major U.S. Army enterprise network transformation program whose mission is to deliver the full spectrum of network and IT services to the Army to modernize and upgrade the IT infrastructure at multiple Army installations throughout the United States and overseas. You're a great fit if:

• You can work with the program to identify all contracting actions and required information related to the execution of the program.
• You have experience providing expertise in contracting fundamentals, legal considerations, overhead management, contract pricing and source selection planning, tracking and execution.
• You have experience supporting program reviews for contract performance and industry partner execution. 
• You have supported integration efforts with other contracting personnel to identify and resolve problems.
• You can coordinate and prepare all contract related documents, review the contract language for relevancy and appropriateness, make recommendations to PM regarding contracting strategies, as required. 
• You have experience supporting long-range contracting planning for assigned projects and the preparation of program briefings for higher headquarters.
• You can develop and update reoccurring contract reports, as needed.
• You possess knowledge of pre-award and post-award procedures to plan and conduct the contracting process from the description of the requirements through contract delivery. 
• You can evaluate or monitor contract performance to determine necessity for amendments or extensions of contracts, and compliance to contractual obligations.
• You can provide support in the areas of contract monitoring, tracking, suspense, current contracting processes, and procedures, recommend improvements, develop briefings, research, and provide contract policy guidance and regulations.
• You have experience evaluating requests for deviations from contract specifications and delivery schedules.
• You can assist in arbitration of claims or complaints occurring in performance of contracts.
• You have experience assisting in analyzing price proposals, financial reports, and other data to determine reasonableness of prices.
• You are an agile self-starter with the ability to work independently in a dynamic, fast-paced environment

• You have 6-9 years of contract management experience
• You have expert knowledge of FAR, DFAR and related regulations
• You are an expert in the use of Microsoft Office (Word, Excel, PowerPoint) and SharePoint
• You have experience assisting with contract compliance and supporting resolution of contract issues.
• You have experience organizing and maintaining contractual records and internal databases in accordance with established procedures.
• You have experience supporting life-cycle contract administration from pre-solicitation through close-out.
• You have a bachelor’s degree
• You have an active Secret clearance or higher
• You have at least one of the following:
• Level III Contracting DAWIA certified/equivalent
• Certified Professional Contract Manager (CPCM) from National Contract Management Association (NCMA)
• other civilian equivalent certification in Contracting required.

• You have experience reviewing complex solicitations and preparing specialized and/or non-routine response for proposals, bids, and contract modifications.
• You can analyze significant, and/or unique contract requirements, special provisions, terms, and conditions to ensure compliance with appropriate laws, regulations, and corporate policies and business unit procedure.
• You can develop negotiation strategy on complex contractual issues.
