The Aerospace MUOS program office supports the acquisition, design, development, fielding, and operations for the DoD's UHF Narrowband military communications mission. With the new MUOS system achieving full operations in 2019, the program office is embarking upon an exciting and challenging new full and open source competition for two entirely new satellites to extend the current MUOS mission well into the 2030s. Opportunities await to help shape the future of this Service Life Extension for the Space and Ground Segments while providing operational improvements for the warfighter.
The Narrowband (NB) Satellite Senior Project Leader is responsible for helping to evaluate narrowband architecture impacts of the SLE acquisition to include support, engineering, and mission assurance (MA) activities for the sustainment of narrowband capabilities. The NB Satellite Engineer provides technical recommendations to the customer over the design, production, and sustainment of all SLE vehicles. The position will interface regularly with the government, Aerospace's Engineering and Technology Group (ETG), and Aerospace leaders to provide risk assessments and mitigation strategies. They will also act as a liaison to diverse collaborator communities including those from launch, ground, cyber, PMP, contracts, and others, while typically performing tasks outside of their traditional responsibilities. The position favors self-starters comfortable taking initiative with positive attitude.
Work Model: This position is mostly on-site with very limited telecommuting available. If your office is at our El Segundo office, you would periodically be required to travel to the customer site in San Diego.
What You'll be Doing
  • Functioning as the Aerospace satellite lead to evaluate Narrowband concepts, designs, requirements, and interfaces for risks and provide course of action recommendations
  • Facilitating the government/contractor relationship by advising the government and communicating needs
  • Participating in key program meetings, boards and reviews such as interface control working groups, requirement flow-down, requirement compliance, engineering and design, and status reviews
  • Staying informed of emerging narrowband systems, capabilities and opportunities
  • Coordinating with Aerospace ETG on assessments of proposed designs, plans, test approaches and status updates
  • Building and maintaining effective working relationships with the government and contractors
  • Identifying, assessing, and communicating risks to the government and Aerospace leadership, proposing effective mitigations as needed
  • Coordinating with external partners to ensure readiness of non-space segments, including launch and ground

What You'll Need to be Successful - Senior Project Leader
Minimum Requirements:
  • Bachelor's degree from an accredited program in engineering, science, or similar technical subject area
  • Twelve or more years of relevant experience
  • Experience with satellite hardware design, development, and test
  • Demonstrated capability of conducting technical reviews and providing recommendations
  • Proven experience leading small to medium sized teams to accomplish a technically challenging project or task
  • Experience with satellite acquisition and development
  • Strong background in communication systems, architectures, and/or networks
  • Ability to address SLE vehicle interfaces to other MUOS program segments (mission ground, satellite control, and cyber), AFSCN, and launch vehicle
  • Track record of leading technical reviews and producing/briefing results to customers
  • This position requires ability to obtain and maintain a security clearance, which is issued by the U.S. government. U.S citizenship is required to obtain a security clearance.

How you Can Stand Out
It would be impressive if you have one or more of these:
  • Master's or PhD degree from an accredited program in engineering, science, or similar technical field
  • Space segment or communications payload lead experience
  • Industry designing, building, and testing advanced spacecraft systems
  • UHF/Narrowband communications systems
  • Familiarity with US Government acquisition processes and DoD space missions
  • Multipactor effects, Passive Intermodulation, RF communications technology and interference mitigation techniques
  • Experience with operational acceptance of satellite systems
  • Model Based System Engineering methods to validate complex and changing interface requirements
  • Knowledge of cryptographic equipment / key management
  • Experience developing and implementing source selection material
  • Demonstrated ability to work collaboratively with numerous internal and external organizations

Individual salaries within that range are determined through a wide variety of factors including but not limited to education, experience, knowledge and skills.
