Qualifications
For the GS-9 level: You must possess one (1) full year of specialized experience at or equivalent to the GS-7 level that is equivalent in difficulty and complexity as indicated by the following examples: managing sensitive and controversial issues; researching and compiling information on laws, regulations, treaties or other similar records for managers to use in decision making and analysis; experience communicating with interested parties both internally and externally; and communicate orally and in writing to disseminate pertinent information to internal and external organizations using a variety of methods; OR have completed two (2) full years of graduate education leading to a Master's degree or equivalent in a field directly related to the position being filled; OR have an equivalent combination of the type and level of experience and education described above. Only graduate level education in a field directly related to the position being filled in excess of the first year may be combined with experience.
For the GS-11 level: You must possess one (1) full year of specialized experience at or equivalent to the GS-9 level that is equivalent in difficulty and complexity as indicated by the following examples: analyzing and interpreting policies; developing programs and procedures to enhance relationships; knowledge of Native American cultures and provide guidance to others in your area of expertise; manage sensitive and controversial issues; planning and conducting internal and external meetings, consultations, and negotiations; and developing technical reports such as Environmental Impact Statements or Environmental Assessments; OR have completed three (3) full years of graduate education leading to a PhD. or equivalent doctoral degree in a field directly related to the position being filled; OR have an equivalent combination of the education and specialized experience described above. Only graduate level education in a field directly related to the position being filled in excess of the first two years may be combined with experience.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Physical Demands: The work requires travel, often to remote sites. The work will often require long hours of meetings and distance driving. The work will also require careful documentation of communication. Physical capabilities are required to visit and conduct consultation efforts in the field, as well as participate in fire activities as mutually determined by the supervisor and incumbent. The incumbent will occasionally lift boxes less than 50lbs and may need to bend, stoop, or stand for long periods of time when performing hob related duties.
Work Environment: Work is in an office setting and in the field. In field conditions, the incumbent may encounter extremes of weather and uneven terrain. Travel will be to communities within the region including Native American communities and reservations as well as to specific sites and projects in the field. Off-highway travel on dirt roads to specific sites or projects will be required.
Education
This position falls under the Miscellaneous Administration and Program Series, 0301 Administrative and Management Positions. There are no Individual Occupational Requirements (IOR) for this job series.

If using education to qualify, submit a copy of ALL your college transcripts or a list of ALL college courses that include hours and grades from an accredited U.S. college/university. Upon selection, official transcripts must be received prior to appointment. If you are using education completed in foreign colleges or universities to meet qualification requirements, you must show that your education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

Relocation/Recruitment Incentive: This position is offering a Relocation/Recruitment Incentive, 20% of the annual salary. To be eligible for a Relocation Incentive, you must be a current Federal Employee and the selectee must be employed with the Federal Government and the selectees current duty location is more than 50 miles from the duty location of this position. Travel and relocation expenses will be paid consistent with the Federal Travel Regulation, Chapter 302, and Departmental policy. Selectee will be responsible for tax obligations related to payments for moving expenses - 2017 Tax Cuts and Job Act, Public Law 115-97. Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
