Job Description

This position is a Natural Resource Planner, GS- 0401-13 in the Alaska Region, National Wildlife Refuge System, Division of Natural Resources, Branch of Conservation Planning and Policy.

A total of one vacancy will be filled. You must apply to each duty location's you want to be considered for. The position will be filled in one of these three locations.

In order to qualify for this position you must possess both the Basic Requirement and Minimum Qualification.

Basic Requirement:

Successfully completed a full four year course of study in an accredited college or university leading to a bachelor's degree in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position. NOTE: Transcripts required. (OR)
An appropriate combination of education and experience that included course work equivalent to a major (i.e. 24 semester hours) in biological sciences, agriculture, natural resource management, chemistry, or a discipline related to this position; PLUS appropriate experience or additional course work. The quality of the combination must demonstrate that you possess the knowledge, skills, and abilities required to perform the work of the position and is comparable to that normally acquired through the completion of a full four year course of study with a major as described above. NOTE: Transcripts required and Your resume must contain sufficient detail of this level of work, i.e., complete begin/end dates, hours worked per week, duties performed, etc. for each timeframe for consideration.

Minimum Qualification [GS-13]
Possess one (1) year of specialized experience equivalent to at least the GS-12 grade level in the Federal service that equipped you with the particular knowledge, skills and abilities to perform successfully the duties of this position and that is typically in or related to the work of this position to be filled. Specialized experience may include: Serve as project lead for complex controversial conservation planning processes; Write and edit various levels of species or land management planning documents; Apply a variety of laws, regulations, policies, and guidelines affecting conservation of public lands or waters including the National Environmental Policy Act; Engage in complex negotiations with representatives of special interest groups, local, state, tribal, Federal agencies and the public concerning conservation projects; Assist and advise field managers with developing regulations, policies, or restrictions to protect public lands; Lead, coordinate, and facilitate professional teams through decision processes for large complex conservation challenges; Develop contracts or agreements to facilitate a planning process; Analyze and interpret information on environmental impacts for decision makers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

PROOF OF EDUCATION: All applicants who are using education or a combination of education and experience to qualify must submit copies of official or unofficial transcripts which include grades, credit hours earned, major(s), grade point average or class ranking, institution name, and student name. If any required coursework is not easily recognizable on transcripts, or if you believe a portion of a particular course can be credited toward meeting an educational requirement, you must also provide a memorandum on letterhead from the institution's registrar, dean, or other appropriate official stating the percentage of the course that should be considered to meet the requirement and the equivalent number of units. Unofficial transcripts are acceptable; however, if you are selected for the position, you will be required to produce the original official transcripts.

PASS/FAIL COURSES: If more than 10 percent of your undergraduate course work (credit hours) were taken on a pass/fail basis, your claim of superior academic achievement must be based upon class standing or membership in an honor society.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

-Yes, entitlements for payment of basic moving expenses, as required and to the extent allowed by the Federal Travel Regulation (FTR) 302-3.101, are authorized for eligible applicants changing duty station when the change meets the distance tests as provided in FTR 302-1.1 and 302-2.6. All moving expenses are taxable.

-In addition, relocation discretionary entitlements May be authorized for this position excluding contractor-provided home sale.

Cost of Living Allowance: In addition to the yearly salary, this position is entitled to a [1.69 or 3.21%] cost-of-living allowance (COLA) https://www.opm.gov/policy-data-oversight/pay-leave/pay-systems/nonforeign-areas/#url=COLA-Rates .This allowance is subject to annual review, adjustment, and rate decrease. The COLA Rate for Homer, AK is 3.21%. The COLA Rate for Anchorage or Fairbanks AK is 1.69%.

Alaska Return Rights (excludes Anchorage and Fairbanks): If you are a current U. S. Fish and Wildlife Service employee and you are transferring from a Region outside of Alaska, you will be eligible to return to a position in your home Region upon completion of a minimum 3-year tour of duty in Alaska. If you exercise this option, your home Region will place you in a position of equivalent grade in the same general occupational classification series that you occupied in Alaska.
