This is Direct Hire Authority (DHA) solicitation utilizing the DHA for Domestic Defense Industrial Base (DIB) Facilities in the Department of Defense to recruit and appoint qualified candidates to positions in the competitive service.
About the Position: Serves as Natural Resources Program Manager for the Operations Support Division.

Conditions of Employment
- Appointment to this position is subject to a one year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315. While probationary the incumbent can be terminated with limited appeal rights.
- This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
- This position has a Temporary Duty (TDY) or business travel requirement of up to 20% of the time.
- The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.
- Must possess and maintain base driving privileges. Installation driving privileges are automatically granted unless suspended or revoked.
- Must be able to obtain and maintain IPMC certification through the Armed Forces Pest Management Board.
- Varying hours may be required.
- Fieldwork is subject to adverse weather conditions.
Qualifications
In order to qualify, you must meet the education and/or requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Natural Resources Management and Biological Scientist (0401).
A. Degree: Bachelor's degree (or higher degree) in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. (NOTE: YOU MUST ATTACH A COPY OF YOUR TRANSCRIPTS.)
OR
B. Combination of Education and Experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education. (NOTE: YOU MUST ATTACH A COPY OF YOUR TRANSCRIPTS.)
In addition to meeting one of the above basic requirements, specialized experience must also be met:
Specialized Experience: One year of specialized experience which includes:
1) Evaluating impacts of activities on natural resources, such as conservation or protection of the land;
2) Evaluating impacts of activities to cultural resources, such as compliance with environmental laws/regulations; and
3) Coordinating an agricultural lease program for an organization
This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11) or equivalent.
