Conditions of Employment

- Within the Department of Defense (DoD), the appointment of retired military members within 180 days immediately following retirement date to a civilian position is subject to the provisions of 5 United States Code 3326.
- Males born after 12-31-59 must be registered for Selective Service.
- You will be required to obtain and maintain a current valid United States driverβs license.
- You will be required to complete ethics orientation within three months of appointment and submit a Confidential Financial Disclosure Report, OGE-450, within 30 days of appointment.
- You will be required to complete training, obtain, and maintain a government credit card for travel and travel-related purchases.
- You will be required to wear personal protective equipment such as helmets, gloves, coveralls, glasses, goggles, respirators and safety shoes continuously for the duration of the work shift.
- You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
- This position may require travel from normal duty station to CONUS and OCONUS and may include remote or isolated sites. You must be able to travel on military and commercial aircraft for extended periods of time.
Qualifications
- Conserving endangered species and threatened species by collaborating with government agencies (for example, Endangered Species Act section 7 consultations with the U.S. Fish and Wildlife Service or the National Marine Fisheries Service (NOAA Fisheries);
- Writing/reviewing Biological Assessments under the Endangered Species Act;
- Interpreting environmental regulations to solve a wide variety of complex technical issues (for example: the Endangered Species Act, National Environmental Policy Act, Marine Mammal Protection Act and/or other environmental regulations); and
- Providing training and mentoring to other environmental and/or technical staff in other organizations.

Education
Applicants for the General Natural Resources Management and Biological Sciences (0401) Series must meet the following basic education requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual:

Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions
in the competitive service.
Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees.
A relocation incentive is generally a single payment intended to offset some of the relocation costs experienced by the selectee. A relocation incentive may be authorized.
WORK ENVIRONMENT: Though most work will be done indoors, the incumbent will also perform field work in a variety of natural settings such as forested areas, waterfront areas, & other undeveloped areas. Occasionally, field work will involve hiking into remote areas or working from a small craft. The work involves moderate risks or discomforts that could involve working outdoors in adverse weather conditions or that may require special safety precautions while in the presence of construction or industrial operations and operating equipment. Employees may be required to use protective clothing, or gear, such as hard hats, coats, boots, goggles, gloves and shields.
This position is covered by the Department of Defense Priority Placement Program.
Several vacancies may be filled.
A tentative offer of employment will be rescinded if the selectee fails to meet the pre-employment requirements, including failure to report to any of the scheduled appointments.
