The transport sector is undergoing momentous changes due to a variety of factors, including mega trends, such as digitalization, urbanization and climate change, as well as shocks from the COVID19 Pandemic, changing supply chain networks, and regional integration efforts in many parts of the world. These major changes and trends are disrupting traditional business models and networks and laying bare the vulnerability of the transport sector. At the same time, these changes, shocks, and trends offer the World Bank, policy makers and development partners a historic opportunity to shape the global transport agenda and steer the sector into a sustainable, resilient, safe, and inclusive mobility system.
The Transport Global Practice seeks to connect people, goods and services to jobs, schools, hospitals, local, regional, and international markets, using faster, cheaper, safer and more efficient solutions, while keeping traffic fatalities, congestion, greenhouse gas emissions, and local air pollution in check. It responds to the needs of developing countries and transition economies for modern and reliable transport and logistics solutions. These needs are growing exponentially under the combined effect of globalization, population growth, rapid urbanization, economic development, and technological progress - making transport a cornerstone of the global development agenda.
The Global Road Safety Facility (GRSF) established since 2006 is a multi-donor fund hosted by the Global Transport Unit. Its mission is to help governments develop road safety management capacity and scale up road safety delivery in low- and middle-income countries (LMICs). GRSF provides funding, knowledge, and technical assistance designed to scale-up the efforts of LMICs to build their scientific, technological, managerial and delivery capacities for road safety. GRSF has launched a new business plan for FY24-27 under a GRSF 2.0 which aims at catalyzing road safety investments, promoting road safety innovations and pilots and contributing to global road safety knowledge and expertise.
Duties and Accountabilities
GRSF seeks an Operations Analyst to support the Unit's operational reporting to donors, portfolio monitoring and analysis, and management of Trust fund resources. This is a full-time position based in Washington, D.C.
The Operations Analyst is expected to:
• Support the Program and Window Managers in reporting on GRSF's portfolio of trust funds, including operational reporting to development partners and other stakeholders.• Assist the Program and Window Managers on portfolio monitoring reports and follows-up on portfolio tracking and provide follow-up action plan.• Provide guidance and support to regional task teams working with GRSF TFs on the application, management and reporting of trust funded activities, including grant funding requests, grant monitoring reports, progress reports, completion reports.• Provide support to the Program manager to review/pre-screen activity proposals for eligibility and work with Task Team Leads.• Provide support to Program Manager in determining funding instruments and channeling trust fund resources.• Coordinate GRSF initiatives by working closely with the Program Management teams; including supporting the communication efforts to increase the visibility of GRSF work, its outcomes and impact.• Support Program Managers to develop and maintain the work plan and budget.• Support the GRSF team on the monitoring and evaluation (M&E) functions for the different themes and priorities supported by GRSF.• Support the Global Unit on key events such as Transforming Transportation and the Learning Forum.
Selection Criteria
• Masters, equivalent or higher degree in a relevant field/discipline (e.g. economics, management, business administration, social sciences, technical studies, or another field related to development) with a minimum 2 years of relevant experience.• Thorough knowledge of Bank policies, procedures, guidelines, and financing instruments.• Experience working in a Program Management Team of a multi-donor Trust Fund.• Demonstrated ability and familiarity with working with the Bank's data and reporting systems such as SAP, Business Intelligence, AO, Standard Reports, and the Operations Portal.• Full proficiency and hands-on experience with analyzing large datasets, ability to work quickly in Excel.• Good capacity to prepare presentations with clear narratives and targeted messaging.• Keen attention to detail, uncompromising on quality. Double-checks own work and work of others for accuracy and consistency.• Superior client orientation and inter-personal skills with proven ability to work cooperatively with multi-disciplinary country teams, all levels of staff and managers.• High degree of innovation, initiative, flexibility, reliability, and responsiveness.• Proven ability to handle multiple tasks independently, work under pressure with short deadlines, and be a problem solver.• High levels of energy, attention to detail and flexibility in adjusting to changing work program requirements in a dynamic and fast paced work environment.• Strong spoken and written communications skills in English including the ability to speak and write persuasively and present ideas clearly and concisely.
