The Social Protection, Labor and Jobs Global Practice delivers operational approaches and evidence-based solutions to help individuals and families manage risk, cope with chronic/transitional poverty, and access better livelihoods and jobs. These include:
- Strategy, analysis, financing and design of programs delivering social safety nets/social assistance in the form of cash transfers, public works programs, social services, and fee waivers.
- Advisory and analytical services on design and delivery of contributory transfers (including old-age pensions, unemployment insurance, disability and survivor benefits), and their fiscal sustainability (including budget support for transitions).
- Analysis, design and delivery of labor market and youth employment programs (with a focus on supply side interventions and intermediation policies), as well as policy advice on labor market regulations and interventions.
MENA Regional SPJ unit (HMNSP) manages operations and analytical work across the region. MENA regional Social Protection and Jobs unit (HMNSP) is seeking an Operations Analyst to support the SPJ/HD portfolio management, operational quality control and support to task teams lending operations in the region. The position will be based in the Bank's HQ in Washington DC, but the candidate would be expected to travel in the region to participate in essential functions of operations as appropriate.

Roles and Responsibilities
- Regularly tracking the unit's lending pipeline, active portfolio and ASAs and providing inputs to portfolio and business plan reviews.
- Interaction with country and regional management regarding monitoring (i) deliverables; and (ii) reviewing and providing advice on project documentation including PCNs, PADs, ISRs, ICRs, Project Papers for Additional Financing and Restructuring, etc. Such reviews, complementing technical reviews carried out by GP specialists, focus on the adherence to the Bank's operations policies and procedures and best practice as well as other aspects of operations requirements.
- Provide advisory and just-in-time operational support to the task teams preparing and supervising operations throughout the project cycle, particularly at critical periods (preparation, MTR, restructuring, closure, and evaluation, etc.), to monitor the simplification of the Bank's operations and disseminate the updates on policies and procedures to the unit, to provide mentoring support to the new and junior staff on Bank policies and operational issues and recommend training where appropriate.
- To be an active member of the HD/SPJ GP's operations quality team, provide updates on the portfolio performance and inputs to corporate reports and briefs when requested; to liaison with OPCS, DE unit, CMUs, other functional units and relevant GPs.
- To work as core team member on specific operations in selected countries, by providing direct operations inputs throughout the project cycle (identification, preparation, appraisal, negotiation, implementation to completion), and by leading specific component(s) or tasks as needed.
- Monitor compliance with corporate requirements, including ESF, climate co-benefits, gender-tags, and other corporate results/indicators.
Selection Criteria
- Master's degree in economics and /or public policy, or related field (international relations, political science, economics, sociology etc.) with at least 2 years of work experience in Bank operations.
- Strong integrative thinking and ability to support project teams in developing of an integrated point of view around development challenges.
- Ability to seek out, collate and synthesize inputs from across sectoral and thematic boundaries.
- Demonstrated knowledge and understanding of the World Bank Group operational policies and procedures, trust fund and partnership management, and fiduciary policies and processes, including identification and analysis of portfolio cross-cutting issues and provision of guidance to teams on quality of operations and portfolio performance.
- Demonstrated knowledge of the project management concepts, understanding of the World Bank Group financial products and options available to support the project, trade-offs of each option and potential for customization, operational skills in designing and/or managing projects, ability to support senior staff, specialists and clients in using the main processes related to project preparation and implementation.
- Demonstrated experience in working on operational teams, preferably experience in leading components of projects in supervision and/or lending preparation.
- Demonstrated strong engagement skills with counterparts; client focused with an ability to provide prompt and high-quality responses.
- Knowledge and work experience in social protection and labor engagement and participation in policy analysis and policy dialogue highly desirable.
- Previous professional experience MENA region is desirable.
- High level of energy, flexibility in adjusting to changing work program requirement, and the ability to travel even for extended periods of time.
- Excellent interpersonal skills, with proven ability to work in a team and intercultural environment, with minimal supervision.
- Experience working across institutional units/divisions in a collaborative way, delivering cross-support and building relationships around a common goal.
- Effective verbal and written communications skills in English is essential. French language skills are a plus.

- Skills to substantively contribute to high-level events (i.e. with Development Partners, Government, and other stakeholders) and the ability to handle requests, contribute to sector/country dialogue and draft correspondence for senior management.

- Knowledge of key strategic, analytical, and financing instruments.
- Full familiarity with Bank policies, procedures, and systems (including safeguards, financial management, and procurement).
- Good knowledge of Bank operational policies and procedures.
- Ability to review strategy, sectoral/ASA, and project documents for compliance with relevant Bank operational templates, policies, and procedures.
- Advanced knowledge and practical skills in using key relevant WBG data systems and tools such as the Ops Portal, data reports, etc.
- Operational Knowledge Sharing
- Ability to contribute to learning events and knowledge dissemination programs, including their delivery.
- Ability to consolidate core content of operational learning programs.
