Regional Context

The WBG serves 30 client countries in the Latin America andthe Caribbean Region (LCR). Clients range from large rapidly
growing sophisticated middle-income clients to IDA countriesto small Caribbean states to one fragile state. Despite
immense resources, dynamic societies, and an average annualper capita income of about $4,000, deep inequalities persist
in most LCR countries, with nearly a quarter of the Region'speople living in poverty. The last Bank's strategy for LCR
focused on three pillars: (a) supporting the foundations forinclusive growth; (b) investing in human capital and protecting
the poor; and (c) building resilience. In the aftermath ofthe COVID19 pandemic, this strategy will need to be adjusted to
better support the countries deal with a health crisiswithout precedents and an economic crisis not seen since modern
statistical records started in 1900. Yet, the basic elementsof the strategy: accelerating growth (following a projected GDP
contraction in 2020 of 7.2%), investing in human capital,including in health (in the most affected region by COVID19), and
building resilience are fully relevant.

Unit Context

The Operations Services Unit (LCROS) plays an important rolein advising the Regional Vice President and supporting LCR's
management and operational team to ensure the highestquality of its operational deliveries. LCROS offers high quality
inputs across key stages of strategy formulation andprogram/project preparation and implementation; embeds the
WBG's twin goals and LCR's regional priorities intooperations and outputs; and helps the Region deliver impactful
strategies and projects to its client countries. LCROS'swork program ranges from Pipeline Delivery Management; Quality
Assurance; Portfolio management and monitoring, ResultsMeasurement and Management; Regional Risk Management;
support on Regional and Corporate priorities; andOperational Learning and Knowledge Sharing targeted to regional staff.
It houses the Secretariat of the Regional OperationsCommittee and includes the team of the Regional Environmental and
Social Standards Advisor (RSA).

Duties and Accountabilities

LCROS is looking for a high-performing, energetic OperationsAnalyst who possesses adaptability and flexibility in
providing support to the Region and in taking on specialassignments as the need arises. The selected candidate will report
to the LCROS Manager and is expected to work under thegeneral direction of senior staff within a given working team to
deliver timely tasks, reports, analysis and materialcontributing to the regular functions. His/her main accountabilities will
include (but are not limited to) the following:

Delivery Management:
• Participate regional lending and disbursements projectionsexercises
• Track progress on corporate commitments and serve asregional focal point for one or more
• Prepare background documents on deliverables formanagement in preparation for corporate meetings
• Support the monitoring of the Country engagement products(CPFs, SCDs, CENs) by preparing/analyzing data and
coordinating with internal teams
• Serve as back-up in the monitoring and implementation ofregional IDA commitments
• Lead the monitoring of the MOU

Portfolio and Risk Management:
• Carry out periodic and sector-specific analysis onregional key portfolio indicators and identify areas for management
attention
• Manage and monitor action plans of the regional problemprojects and track proactivity
• Manage LCR Regional Risk Lists and Corporate Risk Lists,in close collaboration with RSA team
• Contribute to creating and maintaining efficientmonitoring systems to strengthen risk management
• Produce presentations for end of FY portfolioretrospective, LCR Regional Strategy, CMU/GP portfolio reviews and other
reviews
• Assist with drawing lessons from portfolio reviews andincorporating into LCR learning events

Environmental and Social Risk Management:
• Review and provide corporate E&S guidance on packages,environmental and social management instruments, and
select ISRs to ensure their alignment with the Bank'sEnvironmental and Social Framework and the Safeguards Policies
• Serve as the focal point for RSA data analysis, includingon risk and process concerns in the portfolio
• Prepare presentations and dashboards for regionalmanagement, discussions with the Chief Environmental and Social

Standards Officer (CESSO), and other institutional partners
• Support monitoring of operations under corporate oversightand the projects on the CESSO risk list
• Participate in RSA meetings, and meetings with task teamswhere relevant, to support implementation of the ESF

Quality Assurance:
• Contribute to the review of Board Packages/Restructuringsfor RVP decision, and preparation of notes for program
concept and appraisal documents
Knowledge and Learning:
• Assist in delivery of operational knowledge and learningevents organized by LCROS
• Contribute to LCROS website maintenance with the latestpolicy updates and regional best practices

Corporate Tasks:
• Support preparing PowerPoint presentations for regionalmanagement, on an as needed basis
• Handle ad-hoc duties on operational matters and corporateinitiatives/requirements as needed

Selection Criteria
• Masters or higher degree in a relevant field/discipline(e.g. economics, management, business administration, social sciences, technical studies, oranother field related to development) with a minimum 3 years of relevantexperience;
• Thorough knowledge of Bank policies, procedures,guidelines, and financing instruments;
• Good understanding of Bank's corporate priorities andinitiatives including Climate Co-benefits, Gender, Citizen Engagement and Private Capital Mobilization, among others;
• Demonstrated ability and familiarity with working with theBank's data and reporting systems such as SAP, Business Intelligence, AO, Standard Reports and the OperationsPortal;
• Full proficiency and hands-on experience with analyzinglarge datasets, ability to work quickly in Excel, particularly with creating data models and visuals using more advancedconcepts (PowerQuery, PowerPivot, PowerBI);
• Good capacity to prepare presentations with clearnarratives and targeted messaging;
• Expert user of MS Excel and PowerPoint, experience withTableau or STATA desirable;
• Keen attention to detail, uncompromising on quality.Double-checks own work and work of others for accuracy and consistency;
• Superior client orientation and inter-personal skills withproven ability to work cooperatively with multi-disciplinary country teams, all levels of staff and managers;
• High degree of innovation, initiative, flexibility,reliability and responsiveness;
• Proven ability to handle multiple tasks independently,work under pressure with short deadlines, and be a problem solver;
• High levels of energy and flexibility in adjusting tochanging work program requirements in a dynamic and fast paced work environment;
