Description
Latin America and the Caribbean Region (LCR). TheWorld Bank Group serves 30 client countries in the Latin America and theCaribbean Region (LCR), ranging from large sophisticated middle-income to IDAcountries. Over the past few years, work has focused on the response to theCOVID-19 crisis. The focus for the post-pandemic recovery lies on productivityand job creation; mounting debt levels; inflation containment and greendevelopment, in addition to the long-term efforts on structural reforms,inclusion, gender equality, productive jobs, and climate resilience.

Unitcontext
The SocialSustainability and Inclusion Unit in LCR addresses issues related to: (a)social inclusion of the poor, vulnerable, and the excluded; (b) promotingaccountable institutions; (c) supporting socially cohesive communities andgroups; and (d) addressing issues related to social risk management, includingthose covered by the World Bank's social safeguard policies on IndigenousPeoples and Involuntary Resettlement, and by the Environmental and SocialFramework (ESF). The work on inclusion of vulnerable and excluded group covers,among others, issues linked to people with disabilities, ethnic minorities,Afro-descendants, Indigenous Peoples, displaced populations, Gender-BasedViolence (GBV) and LGBTI/SOGI.
Rolesand Responsibilities
Support the LCR SSI Practice Manager(PM) in her ADM role
- Work under the PM's guidance to draft strategic communications, guidance notes, briefing documents for GP staff/Management Team and/or external audiences.
- Contribute to knowledge exchange among regional staff of different regions.
- Contribute to the design and preparation of workshops, retreat and learning events, including development of contents as well as communication and logistical support
- Collect, update, and analyze economic and analytical data.
Gender-BasedViolence Agenda
- Provide technical assistance and analytical support to the design and implementation of innovative interventions in LCR operations to prevent and respond to GBV.
- Support the coordination and execution of the GBV Advisory Services and Analytics activities and Trust Funds projects.
- Under the supervision of the Senior GBV Specialist, advise teams across Global Practices on how to integrate evidence-based activities to prevent and respond to GBV in their projects, and where applicable, provide technical support to Task Teams in operational and policy designs.
- Systematically look for programmatic opportunities to integrate GBV primary prevention activities in World Bank sectors.
- Build and maintain partnerships with key institutions helping to drive the GBV agenda (e.g., other multilateral/bilateral donor institutions, research groups, civil society organizations).
- Draft briefing notes and talking points for internal and external engagements.
Portfolio Management
- Regularly monitor and track progress of deliverables (including monitoring of milestones) and provide actionable information for the Practice Manager and Operations Support Teams for decision making. This would include ensuring compliance of pipeline operations with corporate commitments such as climate change co-benefits, gender gap and citizen engagement.
- Regularly monitor key portfolio indicators (proactivity, disbursement ratio, closing dates and extensions), and ensure action is taken with respect to any outliers
- Respond to requests for portfolio data for the Unit, working with colleagues to gather necessary information and articulate a response; lead on responses for ad-hoc information requests from internal and external parties; and review and provide inputs on corporate requests and documents, with a view to ensuring consistency in messaging across briefs and updates.
- Regularly monitor and track progress on unit TFs providing actionable information for the Practice Manager and TTLs.
QualityAssurance
- Serve as a resource person on issues related to the unit's portfolio advising teams on timelines, Bank guidelines and policies.
- Participate in project review meetings (i.e., Concept, QER and Decision Meetings)
- Review operational and technical documents as delegated by the PM (e.g., Implementation Status Reports, Implementation Completion and Results Reports, Project Restructuring Papers, Aide memoires, ASA reports), and prepare feedback/comments to teams.
Selection Criteria
- Master's degree level or higher in social sciences (e.g., Anthropology, Sociology, Economics, Political Science, Law, Communications, Behavioral Science, etc.) or other relevant disciplines
- A minimum of 2 years of relevant work experience
- Thorough knowledge of World Bank operational policies, practices and procedures related to lending operations and ASA (including familiarity with Trust Funds and related systems and processes)
- Excellent analytical and research skills and attention to detail
- Good understanding of Bank's corporate priorities and initiatives including Climate Co-benefits, Gender, Citizen Engagement and Private Capital Mobilization, among others;
- Demonstrated ability and familiarity with working with the Bank's data and reporting systems such as SAP, Business Intelligence, AO, Standard Reports and the Operations Portal;
- Superior client orientation and inter-personal skills with proven ability to work cooperatively with multi-disciplinary teams, all levels of staff and managers
- Superior level of resourcefulness; ability to work with autonomy, manage and deliver multiple projects/ tasks simultaneously and to meet deadlines under pressure.
- Excellent oral and written communication skills in English and Spanish
- Willingness to travel (subject to COVID-19 restrictions)
