REGIONAL CONTEXT

The World Bank Group serves eight client countries in the South Asia Region, home to nearly 1.8 billion people. Clients range from large rapidly growing sophisticated middle-income countries to IDA countries to fragile and small island and landlocked states. Over the past few years, work has focused on the response to the COVID-19 crisis. In FY22, the region delivered $10.7 billion in financing for client countries and a wide range of ASAs and engagements with countries. The focus for the post-pandemic recovery lies on economic recovery and prudent fiscal and debt management; private sector expansion and job creation; climate resilience and improving human capital. The region will continue to support progress on structural reforms and invest in inclusion, gender equality, productive jobs, climate resilience and digital economy.

UNIT CONTEXT

The Development Effectiveness Unit of SAR (SARDE) plays an important role in advising the Regional Vice President and supporting SAR's management and operational team to ensure the highest quality of its operational deliveries. SARDE offers high quality inputs across key stages of strategy formulation and program/project preparation and implementation; embeds the WBG's twin goals and SAR's regional priorities into operations and outputs; and helps the Region deliver impactful strategies and projects to its client countries. SARDE's work program ranges from Pipeline Delivery Management; Quality Assurance; Portfolio management and monitoring, Results Measurement and Management; Regional Risk Management; support on Regional and Corporate priorities; and Operational Learning and Knowledge Sharing targeted to regional staff. It houses the Secretariat of the Regional Operations Committee and includes the team of the Regional Environmental and Social Standards Advisor (RSA).

Duties & Responsibilities

SARDE is looking for a high-performing Operations Analyst whose primary role will be to support the RSA team in monitoring and managing the workflow of operations under preparation and implementation for E&S related matters; providing support to task teams and/or guiding them to the appropriate specialist; and engaging in review and learning exercises. The selected candidate will report to SARDE's manager while working under the direction of the RSA. His/her main accountabilities would include:

β€’ Monitor active portfolio focusing on projects retained for corporate oversight through ISR reviews.β€’ Monitor the E&S corporate dashboard for any pending actions by the RSA which could impact the disclosure requirement of E&S documents.β€’ Organize and generate tables for weekly meetings of pipeline projects to prioritize E&S review to enable the RSA team to meet project delivery timelines.β€’ Manage the STCs working with the RSA team. β€’ Assist the RSA with budget management. β€’ Monitor safeguards/E&S workflow of projects and, as appropriate, assist in the review of E&S instruments, including verify project teams' responses to RSA's comments/advice, prior to RSA concurrence.β€’ Update SAR's corporate risk list for the quarterly meeting with the CESSO. β€’ Support the RSA team in providing guidance to task teams on environmental and social risk management, procedures, & processes. β€’ Review social assessment documentation related to E&S risks and management instrument required under the Environmental and Social Framework (ESF) to ensure RSA's guidance is properly incorporated.

Selection Criteria

Minimum Education/ Experience:

β€’ Master's degree in a relevant discipline (e.g. economics, management, business administration, social sciences, technical studies, or another field related to development) and two years of relevant experience.β€’ Knowledge of the Bank's instruments (IPF, DPF, PforR, ASA, CPFs, etc.), policies, procedures, and strategies, and capacity to apply them effectively in the preparation and implementation of operations.β€’ Able to efficiently use Bank systems for preparation and implementation (such as SAP, BW/BI, AO, Portal, etc.). Full proficiency in data handling and presentation software including PowerPoint, Excel, and database software.β€’ Excellent interpersonal, written, and oral communication skills; ability to listen carefully and provide sound advice in a constructive manner; ability and readiness to stand firm on difficult and sensitive issues; ability to convey ideas and positions clearly and tactfully to staff and managers at all levels.β€’ Knowledge of Bank Environmental and Social Framework (ESF) policies and their application to operations advantageous.

Competencies:

β€’ Bank Group Instruments, Policies, Procedures, and Systems -knowledge of Bank financial instruments, and operational policies and procedures.β€’ Portfolio Management and Results Monitoring - Demonstrates basic understanding of management processes and concepts. Demonstrates basic knowledge and practical skills in using key relevant WBG data systems and tools such as SAP, Business Intelligence, Standard Reports, Operations and TF Portals, etc. Analyzes-under senior staff guidance-relevant project issues, good practices, and lessons learned.β€’ Project Design, Implementation, and Management- Ability to provide inputs to project documentation, implementation reports. Ability to carry out data collection and analysis on relevant project design and implementation issues including good practices and lessons learnedβ€’ Analytical, Operational and Technical Skills - Ability to translate theoretical concepts into practical approaches for Bank operational work. Proven problem-solving skills and ability to apply these in carrying out operational tasks.β€’ Client Orientation - Demonstrated personal responsibility and accountability for timely response to client queries, requests or needs, working to remove obstacles that may impede execution or overall success.β€’ Drive for Results - Strong personal ownership and accountability to meet deadlines and achieve agreed-upon results, with the personal organization and drive to do so.β€’ Teamwork (Collaboration) and Inclusion - Collaborates with other team members and contributes productively to the team's work and output, demonstrating respect for different points of view.β€’ Knowledge, Learning and Communication - Actively seeks knowledge needed to complete assignments and shares knowledge with others, communicating and presenting information in a clear and organized manner.β€’ Business Judgment and Analytical Decision Making - Analyzes facts and data to support sound, logical decisions regarding own and others' work.β€’ High level written and oral presentation skills.
