The Infrastructure Practice Group is charged with developing sustainable solutions to help close infrastructure gaps in developing and emerging economies. As part of the Infrastructure Practice Group, the Energy & Extractives (EEX) Global Practice (GP) focuses on providing affordable, reliable and sustainable energy to meet the needs of fast-growing economies, ensure universal access to modern energy services for people in client countries, strengthen policy and institutional frameworks to promote transparent and equitable growth of the extractives sectors for public benefit. There is a strong emphasis on private sector resource mobilization and catalyzing financing from commercial and other sources of development and climate finance.
The EEX GP has a strong engagement in development projects and policy dialogue in the Europe and Central Asia (ECA), which is facing unprecedented supply shortages and escalation of energy prices, and where energy and related reforms are key components/pillars of the economic reform agenda. The current energy crisis has shifted the focus towards energy security, and highlighted the vulnerabilities in the energy sector, while building resilience, facilitating service delivery, and achieving the net zero climate targets. Overall, ECA covers 31 client countries with a total population of about 916 million, with a majority living in middle-income economies.
The unit seeks a Operations Analyst to provide operational support to the team on the preparation, supervision and monitoring of the Bank's lending, advisory and analytical activities in the region. The Operations Analyst will be based in Washington DC and report to the Practice Manager.
Roles & Responsibilities:
The successful candidate will be expected to perform the following tasks and duties:
Portfolio Monitoring and Reporting. Monitor the unit's lending portfolio on a regular basis by collating and analyzing data. Prepare tables and regular operational updates and reports and spreadsheet on the status of the portfolio (e.g., Standard Reports, Operations Portal, Business Warehouse, SAP, etc.). Contribute to active portfolio monitoring, identifying risks and issues. Monitor and report on follow up actions resulting from portfolio reviews and discussions. Coordinate unit inputs and updates to the Corporate and Portfolio Risk Lists.
Operational Reviews. Assist in the review of corporate reports, operational products (IPFs, DPFs and PforRs), country engagement products (CPFs, PLRs, CLRs, CENs), Implementation Status Reports (ISRs), Aide Memoires, simple project restructurings, Trust Fund (TF) proposals, and reports for financing for energy-related activities through ESMAP, and other TF programs, terms of reference (ToRs), portal project management tasks and various operational documents. Help ensure that the World Bank's responsibilities for administrative, operational and performance reporting are fulfilled.
Tracking Progress on Corporate Commitments. Keep information current and provide regular updates on progress toward meeting corporate priorities targets, e.g. climate co-benefits, gender, citizen engagement.
Operational Support. Provide assistance to teams in a time sensitive and constructive manner in resolving operational issues (including related to the operations portal). Assist HQ and field-based Task Team Leaders (TTLs) as needed in the creation of Activity Initiation Note (AIN) codes, monitor the update of all active project and task milestones in SAP, coordinate formal Board date change requests, and follows-up on completion of the Activity Completion Summary (ACS) for ASA. Advise teams and TTLs on key operational policies and regional processing guidelines.
Communication and Knowledge Sharing. Assist in the coordination of the ECA operational community of practice. Support knowledge sharing as well as the development and delivery of operational training for regional staff.
Management Support. Contribute to preparation of briefing notes, talking points, and presentations country program/sector and project issues and follow up on portfolio issues.
Selection Criteria
- Master's degree in relevant field (Economics, International Development/Affairs, Public Policy or related field)
- Minimum of 2 years of work experience. Experience in the field(s) of public policy, international development and/or economics preferred.
- A thorough knowledge of World Bank Instruments Policies and Procedures, guidelines, and instruments.
- Direct experience and working knowledge of policies and procedures of a range of lending and non-lending activities and trust funds; direct experience in energy in ECA and/or IDA will be an advantage;
- Demonstrated ability to use the Operations Portal, Client Connection, and Standard Reports.
- Good understanding of Bank's corporate priorities and initiatives.
- Entrepreneurial mindset, and ability to effectively work in a multi-cultural working environment.
- Strong communication skills and superior client orientation with proven ability to work cooperatively with multi-disciplinary country teams, all levels of staff and managers
- Excellent workflow management and task organization skills. Strong drive for results and demonstrated ability to multitask, attend to detail, and follow-through.
- Ability to handle concurrent activities efficiently under pressure, with minimum supervision and to meet tight deadlines.
