Summary:

This position is responsible for directing, developing, and implementing operational business projects and processes for the OpEx division. Responsible for delivering assigned projects and programs in accordance with performance standards, State and Federal regulations when applicable and ensures customer satisfaction.

Essential Accountabilities:

Level I:

• Directs projects and process development from recommendation through post-implementation review including - leading meetings, analyzing data, working with business owners from within Operations as well as operating teams impacted by the business decision.

• Acts and serves as Business Lead or a Project Manager depending upon where and if the projects fall in the Enterprise Portfolio Demand Management (EPDM) methodology.

• Assembles and leads project team based on needed skill sets to effectively accomplish project objectives and ensures that projects meet time, cost, and quality parameters.

• Formulates contingency plans to address schedule revisions, manpower adjustments, fund allocations, and work requirements. Ensures adherence to legally binding requirements and customer long-term strategic goals.

• Meets with management, sponsors, and project teams to review project scope/progress and resolve project issues. Invokes appropriate escalation. Ensures Business Sponsor vision and product is driven and achievable throughout the project cycle.

• Collaborates with management in the development of projects and processes for the OpEx division that demonstrates the importance of customer feedback and to increase awareness of the quality of products, services and systems.

• Acts as a liaison for the OpEx management internally and externally to ensure accomplishment of corporate goals. Prepares reports and makes detailed presentations to project teams, department heads and all levels of management.

• Keeps abreast of latest advancements in systems tools, techniques, and corporate protocols, such as testing tools and procedures to best meet the business requirements of the Corporation.

• Consistently demonstrates high standards of integrity by supporting the Lifetime Healthcare Companies' mission and values and adhering to the Corporate Code of Conduct and Leading to the Lifetime Way values and beliefs.

• Maintains high regard for member privacy in accordance with the corporate privacy policies and procedures.

• Works with subject matter experts to ensure MTM, HEDIS, Performance Guarantees, NCQA goals and/or other regulatory measures are achieved. Provides analysis on new or updates to these measures to ensure processes are changed accordingly.

• Selects and applies appropriate tools to accurately estimate and plan the work of teams or project groups within agreed policies. Produces work plans according to required standards. Works with colleagues to produce/recommend/develop long-term plans.

• Oversees the content and breadth of requirements to ensure that business needs are being identified and met through the project lifecycle. Drives quality through oversight of the testing efforts including approvals of test plans and test cases. Fosters an environment of continuous improvement. Constantly exploring ways to increase efficiencies and productivity, reducing waste, and reducing costs.

• Advises on and validates proposed business requirements, strategic plans, and tactical plans, affecting business sponsors vision or product delivery.

• Writes and speaks fluently on all aspects of work. Communicates effectively with users/ customers and colleagues 2-3 levels up/down and across a range of disciplines, and all levels of management. Directly negotiates with and functions as a liaison between functional partners, users, and suppliers.

• Obtains continuing training in project management skills needed to accept further responsibility for activities within service delivery. Particular emphasis should be placed on quality tools, analytical/problem solving skills, planning skills, risk management, change control, financial management, staff selection and broad management and business training in those skill areas needed to function effectively in the environment of senior management.

• Maintains up-to-date knowledge of all aspects of Health Plan wide Operations that impacts the operational and developmental environments, particularly those aspects assisting productivity and service quality.

• Regular and reliable attendance is expected and required.

• Performs other functions as assigned by management.

Level II: (In addition to Level I Accountabilities):

• Manages project teams under the governance of the Corporate Project Methodology.

• Controls project requirements, scope, and change management issues.

• Coaches and counsels members of cross-functional teams to accomplish projects, meet established schedules, or resolve technical/operational issues.

• Maintains knowledge of health insurance industry and Health Plan business, organizational policies, and organizational management structures and uses this knowledge to advise on and justify their current use.

• Successfully demonstrates skills of higher competency required at the next level of advancement.

Level III: (In addition to Level II Accountabilities):

• Mentors, guides, and leads team members.

• Provides expertise and consulting to project managers in the process of project management and in the softer skills of team dynamics, team building and group motivation.

• Proven achievement of numerous successful projects (delivered on time, meeting client requirements, with high team satisfaction), including some complex projects, and projects involving a number of project staff and clients.

Minimum Qualifications:

All Levels

• Seven (7) or more years of Operations experience, or a bachelor's degree with three (3) or more years of progressive experience in project management and Operations.

• Project Management certification or Business Process Engineering (BPE) certification preferred.

• Demonstrated leadership skills.

• Demonstrated excellence in both written and verbal communication, human relations, and negotiation skills with people in all levels of the organization.

• In depth knowledge of areas within the OpEx division and general knowledge in the broader Marketing & Sales division. Must know workflows, procedures, and operating structure.

• Demonstrated experience with Quality principles and tools. Demonstrated business problem solving skills.

• Very strong analytical and business process development skills.

• Demonstrated skills in conflict resolution.

• In-depth knowledge of management structures and reporting procedures.

Level II (in addition to Level I Qualifications)

• Ten (10) or more years of Operations experience or a bachelor's degree with five (5) or more years of progressive experience in project management or Operations.

• Project Management certification or Business Process Engineering (BPE) certification preferred.

• Demonstrated skills in developing and achieving project scope, costs, and planning.

• Demonstrated skills in forming and fostering high performance, cross-functional teams.

• Mastery of work management concepts, process improvement skills, project management expertise, and proven group facilitation and presentation skills.

• Demonstrated competence in staff leadership and project leadership tasks.

Level III (in addition to Level II Qualifications)

• Twelve (12) or more years of progressive operations experience or a bachelor's degree with Eight (8) or more years progressive experience in operations. Master's degree preferred.

• Project Management Certification or Business Process Engineering (BPE) certification required within 12 months of employment into the position.

• In depth knowledge of multiple areas within the OpEx division, as well as knowledge on processes/functions in multiple areas within Health Plan.

• Demonstrated experience in mentoring staff.

• Demonstrable experience with project and resource planning.

• Advanced understanding of the differences between integrated, interdependent, and interfaced systems and their impacts on each other.

• Ability to judge severity of problems and the need to escalate to management.

Physical Requirements

• Ability to work prolonged periods sitting and/or standing at a workstation and working on a computer.

• Ability to travel across the Health Plan service region for meetings and/or trainings as needed.
