Summary
This position is located in a U.S. Department of Agriculture (USDA), Natural Resources Conservation Service (NRCS) State, Area or Field Office. The primary purpose of the position is to plan, schedule, implement and execute outreach strategy for the state, aimed at targeting diverse audiences.

Applicants must meet the following Minimum Qualifications Requirement to be considered:
To qualify for the GS-11 level:
Specialized Experience: You must possess at least one year of specialized experience equivalent to the GS-09 level or higher in Federal service, or comparable experience not gained through Federal service. This experience must include experience that equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled. Examples of specialized experience include:
- Demonstrates knowledge and skill in applying policies and procedures to implement, review, and evaluate agricultural outreach initiatives.
- Identify barriers and recommend actions to remove such barriers.
- Demonstrates knowledge of agricultural production methods and techniques and the agricultural, economic, social, and credit needs and problems of farmers, and of programs and services available to meet those needs. OR
Combination of Education and Experience: A combination of graduate-level education and experience, as described above, may be used to qualify for this position. This combination must have equipped you with the necessary knowledge and/or experience to successfully perform the duties of this position. Combinations of experience and education must total at least 100% as outlined in OPM Qualifications policy.

- Demonstrates knowledge and skill in applying outreach, EEO, and Civil Rights laws, regulations, policies, and precedents to formulate, implement, and evaluate effective agricultural outreach programs including knowledge of agricultural production methods and techniques, and the agricultural, economic, social, and credit needs and problems of farmers, and of programs and services available to meet those needs.

- Physical Demands: The work is mostly sedentary; however, some prolonged standing and walking are required to provide training, attend meetings and conference, etc. No special physical demands are required to perform the work. The work also requires the operation of a motor vehicle as an incidental element in performing official duties.
- Work Environment: The work is usually performed in an office setting.

- This position is eligible for telework within the local commuting area of the position and other flexible work arrangements. Current USDA policy includes telework for an 8-hour workday, 4 days per week; other flexibilities are possible dependent upon availability and/or the position and its associated duties. Employee participation is at the discretion of the supervisor.
