CORE is seeking a provider who understands our unique operating environment, challenges and requirements around global deployment, provisioning, change management, cyber security, and user experience.
INTRODUCTION
- Community Organized Relief Effort (CORE) is pleased to invite you to respond to this Request for Quotation (RFQ) for a Partnership Manager. The intention of this RFQ is to solicit responses and formal quotes from qualified providers who can satisfy our requirements as listed in the Scope of Work.
- CORE is seeking a Partnership Manager. This role is critical to growing CORE’s government revenue stream and large trusts and foundations through pursuing competitive bids (Requests for Proposals/Agreements) among U.S. government, multilateral organizations, state, local public entities, trusts and foundations for assigned markets.

The end goal is to secure revenue to fund CORE’s frontline efforts in its 3 strategic pillars
The Partnership Manager will work alongside the Programs teams to identify relevant emerging opportunities, manage an active pipeline, lead capture efforts, manage, write and review live proposals, negotiate partnerships and be responsible for all final submissions. The position seeks a dexterous individual possessing the ability to engage with a range of stakeholders effectively to write proposals and meet tight deadlines, and can work independently and effectively in a high-pressure, fast-paced environment handling multiple tasks simultaneously and working across multiple geographic time zones.
SCOPE OF WORK - Responsibilities
- Manage proposal processes from capture, through technical development, drafting, narrative reviews and finalization for assigned CORE markets.
- Coordinate proposal calendars, holding teams accountable to ensure the development of competitive proposal packages.
- Support the expansion of CORE’s institutional donor pipeline.
- Identify and pre-qualify new federal, state and local bid opportunities by gleaning from current trackers and online searches.
- Support strategic prioritization of opportunities by facilitating go/no go discussions.
- Write or contribute to sections of proposals.
- Assist the Global Director of Program Development in building and maintaining relationships with current and
- prospective Prime and Sub partners for portfolio markets.
- Train and build the capacity of local market leadership in the basics of proposal content, strategy, staffing, partners, and budgeting; and develop a timeline to accomplish said tasks.
- Support Area Directors in the development of win themes, activities tables, and gathering all Finance, HR and Operations compliance documents.
- Identify and capture lessons learned during proposal development and document as knowledge guides.
- Actively represent and promote CORE through external engagement with donors and partners (i.e. the U.N. cluster system and the VOADS when deployed).
REQUIREMENTS
- Education
- Bachelor’s degree in business administration, business development, nonprofit management and development, client service, account management or related field. Master’s degree in a relevant field preferred.
- Experience
- Prior experience in a nonprofit partnerships role, national-level (US) experience preferred, and international experience a plus.
- At least 3 years' experience in partnerships building, institutional fundraising, proposal development, and project management.
- Solid understanding of the U.S. government domestic (federal, state and local), and international funding mechanisms and rules and regulations.
- Strong research and proposal writing skills.
- Experience developing budgets for concept notes and proposals.
- Experience using CRM systems for partnership management, cultivation, and engagement
- Skills and Competence
- A high level of competence with Microsoft Office suite (advanced Microsoft Excel and PowerPoint skills) is essential. Knowledge of PowerBI, or other business intelligence tools preferred.
- Technical knowledge in Public Health, Climate Change and Disaster Preparedness and Response.

- Education (10%)
- Years of relevant experience in humanitarian field and / or international organizations (20%)
- Years of experience in partnership building and fundraising (20%)
- Experience and understanding of US government domestic and understanding funding mechanisms, rules and regulations (15%)
- Experience of research and proposal writing skills (15%)
- Experience of developing budgets for concept notes and proposals (20%)
This consultancy will be an hourly or day rate based on most competitive bid.

In the event of any breach of this confidentiality provision, our organization shall be entitled to seek damages as permitted by law.
