Payroll Manager

Position Summary
The Payroll Manager is responsible for the execution, coordination and oversight of daily payroll operations to ensure Offerpad is delivering value-added services to all employees and leading the transformation of the current payroll process to meet the rapidly growing organizational needs. This role will ensure all systems and internal controls adequately support the full-cycle payroll processes, employment taxes, applicable labor laws, and compliance with wage and hour laws and state and federal regulations. The Payroll Manager will also create long-term strategies for continuous improvement in payroll operations.
Essential Functions
- Provide strategic and operational direction for all the Payroll function.
- Ensure all aspects of biweekly, multi-state payroll is accurately processed, which includes transferring data between timekeeping and payroll systems.
- Partner with HR and various teams to ensure accuracy of data prior to processing bi-weekly payroll. Reconcile data, problem solve to balance payroll data or resolve inaccuracies, as well as perform key controls.
- Partner with Accounting team to research issues with bank reconciliation of payroll transactions as needed.
- Determine payroll liabilities by reviewing and approving the calculation of employee federal and state income and social security taxes, and employer's social security, unemployment, and workers compensation payments.
- Ensure compliance with all internal policies and key controls for a publicly held company as well as compliance with external laws and regulatory guidance, including Sarbanes-Oxley.
- Validate and balance payroll data to payroll tax returns and discusses any discrepancies with leadership.
- Communicate with Assistant Controller, Controller and CFO in a professional and timely manner regarding any payroll/tax irregularities and steps for resolution, if applicable.
- Oversee timely payment of employment taxes and wage attachments; ability to reconcile taxes and resolve tax issues and notices from States and Federal jurisdictions independently
- Assist with administering 401k plan participation by ensuring employee deferrals are in the payroll system, and partner with the Total Rewards team with annual audits and/or employee notifications.
- Create reports and analysis for leadership as requested
- Develop procedures, documentation, and efficiencies through best practices.
- Manage escalated issues and provide solutions.
- Develop automation systems or efficiencies for current manual processes - this may include researching other tools to automate current manual processes.
- Hire, coach, develop and manage performance of all team members. Ensure Offerpad values are adhered to and consistently demonstrated.
Experience and Skills
Minimum Qualifications
- Bachelor's degree
- 10+ years multi-state tax and payroll law experience
- California payroll, payroll tax return, and general ledger experience required.
- Full Cycle Payroll experience (bi-weekly, multistate, deductions, general ledger, wires, manual checks, tax filings, payments, quarter and year-end jurisdictional reporting and compliance, etc.)
- Strong knowledge and adherence to regulations and laws that govern labor compliance.
- Proficient in an array of technical tools: Microsoft office products including Word, Excel (advanced experience with pivot tables, v-lookup, etc.).
- Ability to maintain confidentiality and exercise extreme discretion.
- Excellent problem solving/judgment skills, and high level of attention to detail and accuracy.
- Strong organizational skills, and the ability to work under pressure.
- Ability to handle and prioritize multiple tasks and meet all deadlines.
- Ability to take initiative and work independently to establish and manage work priorities, activities and timelines to achieve results.
- Exhibits sound judgment and swift decision-making skills.
