Human Development Practice Group (HD PG)
The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs and gender. The HD PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries.

The Partnership for Economic Inclusion
The Partnership for Economic Inclusion (PEI) is a global initiative that supports the adaption of government-led economic inclusion programs1 that increase the earnings and assets of extreme poor and vulnerable households. PEI is hosted by the World Bank Group's (WBG) Social Protection and Jobs Global Practice. The partnership brings together diverse organizational perspectives across constituencies including governments, UN agencies, NGO implementers, service providers, research, and advocacy organizations. PEI engages these diverse partners to catalyze country-level innovation, and to consolidate and share global knowledge.
PEI sets out to advance the economic inclusion agenda by operating along three results areas. PEI's strategic approach builds on the premise that addressing the central challenge of poverty reduction calls for evidence-based multidimensional interventions that are delivered through government systems with the involvement of a diverse range of stakeholders. PEIs work plan is structured along the following result areas:
• Country engagement: Supporting the capacity building of national governments in designing, improving outcomes, and scaling up economic inclusion approaches • Evidence and learning: Establishing a global center of excellence for knowledge and innovation on economic inclusion programs, elevating research, technical know-how, analytics, knowledge creation and dissemination, and adoption of good practices • Partnerships and alliances: Strengthening partnerships and alliances across PEI's constituencies to support ongoing expansion of economic inclusion programming and innovations, with a focus on supporting nationally driven programs for scale
Program Manager
The PEI Program Manager is a senior member of the Social Protection and Jobs staff with specific responsibility for leading the work of PEI. The Program Manager reports to the Manager of the Social Protection Global Engagement Unit. He/she is accountable for the overall strategy, development, delivery and implementation of the program's activities and mandates. He/she leads a small team on World Bank staff and consultants, in collaboration with the wider teams in the Global Engagement unit.
Duties and Accountabilities
The Program Manager is responsible for providing strategic leadership of the partnership, and the smooth delivery of work across four priority areas. The Program Manager will ensure the strategic positioning of the economic inclusion agenda within and outside of the World Bank. The manager will implement and further develop the PEI work program, as agreed with donors and partners.
Working with a wider team, the Program Manager will ensure the delivery of work priorities across the following pillars:
Pillar 1: Country engagement
• Management of grant-making processes and the administration of the portfolio of grant-funded activities to ensure alignment with strategic goals and oversight of fiduciary, social and reputational matters • Ensure timely advisory and help desk services with World Bank operational teams and clients, to advance scale up of economic inclusion programs• Follow innovations and learning with PEI Technical Partners, that may inform country operational engagement • To advance country engagement efforts especially related to Climate Resilience and Women's Economic Empowerment opportunities
Pillar 2: Innovation and Learning
• To support and scale up PEI's Innovation and Learning Hub organized as follows: Track 1: program design and learning from implementation; and Track 2: impact evidence and cost effectiveness• Under Track 1, to support selective investments in operational research, technical assistance, capacity building activities, and the production of briefs, notes, and other resources focused on emerging thematic priorities• Under track 2, to support the curation and analysis of evidence on impact and cost-effectiveness, in partnership with the Development Impact Evaluation (DIME) group and broader partners. PEI is collaborating with DIME on a multi country initiative to track evidence across government programs moving to scale • Collectively, this evidence base will not only enhance the effectiveness of country operations but will also inform global evidence on the scale-up of economic inclusion programs led by government
Pilar 3: Knowledge and Communications
• Lead the periodic delivery of the State of Economic Inclusion report, a flagship deliverable for the partnership. • Oversee and deliver PEIs flagship knowledge platforms including the delivery of regular convening events (currently PEI Open House, Task Team Learning Series efforts) • Ensure maintenance and expansion of a variety of PEI information resources including PEI InSight and PEI Data Portal. • Develop PEI's online and social media presence
Pillar 4: Partnership and Alliances
• Developing and deepening PEI partner relationships• Timely coordination and engagement with PEI governance partners, ensuring regularity of meetings, reporting and consultation with PEI Advisory Council and Steering Committee. • Liaising with existing and potential funding partner to mobilize additional resources for PEI's strategies; • Effectively communicating and representing PEI to various audiences, including key stakeholders, clients, beneficiaries, public, internal and external partners.• Promoting engagement and synergies with Global Engagement teams and Global Solutions Groups within the Social Protection and Jobs Global Practice
Selection Criteria
• Advanced (Graduate) university degree in Economics, Finance, Social Policy or other relevant discipline, plus at least eight years of direct relevant experience (see below)• Recognized experience in the development, design and/or implementation of economic inclusion programs focused on extreme poor and vulnerable households and communities, or other development programs effectively targeted on the extreme poor• Extensive experience working in developing countries is a requirement; and experience living in a developing country would be a plus• Proven record of management and ability to effectively lead and manage teams and to manage programs with a strategic vision and strong operational focus• Must be a results-driven, strategic planner and implementer, adept at building consensus to move projects from concept to implementation• A strong, persuasive, and clear communicator, with excellent English language writing and oral skills• Good understanding of World Bank policies, processes and procedures related to trust funds and financing operations is an asset• Good knowledge of the PEI networks, Technical Partners and constituencies is a strong asset• Good knowledge of the donor community and excellent networking capabilities• Good knowledge of public policy implementation in development countries• High ethical standards and deep sense of fairness• Excellent organizational skills and demonstrated ability to lead a wide range of tasks
Competencies:
In addition to the above, the successful candidate is expected to demonstrate the following competencies:
• General Knowledge and Analytical Skills: Stays current on trends and literature in their area of expertise. Possesses cross-country knowledge and demonstrates ability to address issues at a broader level, as well as in depth. Demonstrates ability to link the macro, the institutional, and the micro-level behaviors and can identify the relevant sectoral analysis. Able to support findings/policy recommendations with credible analysis and tools. Proven ability to conceptualize, design, and implement major tasks, including through leading and participating in task teams of lending and non-lending operations.• Knowledge and Experience in Development Arena: Has ability to translate technical and cross-country knowledge into practical applications and contributions to country and sector strategies. Interacts with clients at the policy level and organizes and manages policy development initiatives in collaboration with other development agencies and donors. Ensures consistency and conformity to Bank standards.• Policy Dialogue Skills: Possesses political judgment, diplomatic acumen, and negotiating skills. Applies cross-country development knowledge to discussions with clients and development partners. Can anticipate needs and requests in the field and develop/offer relevant tools to clients. Can conduct independent policy discussions with representatives of the government and non-government partners on selected policy issues. Can lead task teams, participate in formal negotiations, and assist government in establishing priorities.• Economic inclusion: Advanced understanding of approaches to economic inclusion for poor and vulnerable households and communities. Can conceptualize issues and help clients develop flexible and creative approaches to economic inclusion strategies. Can contribute to regional and sectoral strategies, products, and tasks, and understands the principles of evaluation and the interpretation of their results. Knowledge and expertise in agriculture, entrepreneurship and MSME development is an asset. However, candidates from outside the field of economic inclusion who can demonstrate relevant experience, expertise and commitment to the economic inclusion field may be considered.• Integrative Skills: Can link relevant cross-sectoral areas to their own work and understands how they are interrelated. Draws on diverse, cross-sectoral teams to enhance the rigor of advice on cross-cutting and sectoral issues. For operations roles, demonstrates ability to undertake cross-sectoral work, in lending and non-lending operations.
