The primary purpose of this position is to serve as the environmental program manager to perform management, execution, and operations of the radiation program.

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
SPECIALIZED EXPERIENCE: Applicants must have or will have within 120 days of the closing date of the announcement at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience includes that I have a combination of education and experience - education is equivalent to one of the majors shown above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education and specialized experience must include using environmental physical science practices, processes, and/or techniques; following health, safety, and/or environmental rules; or serving as the focal point for assigned environmental contracted projects. NOTE: YOU MUST SUBMIT COPIES OF YOUR OFFICIAL TRANSCRIPTS.
Ideal Candidate: This vital position performs Program Management functions in support of the Air Force Radioactive Recycling and Disposal Program IAW Nuclear Regulatory Commission (NRC), Resource Conservation and Recovery Act (RCRA) regulations, AFMAN 40-201 and AFMAN 32-7002. Responsibilities include the management and disposition of low-level radioactive waste (LLRW) AF-wide and DoD radioactive material (RAM) recycling. Responsibilities also include radiation safety officer duties, consultative support to customers across the AF for LLRW & RAM management, DOT Class 7 expertise/training, waste broker oversight, and Inspector General/NRC inspections of permitted facilities. This position also manages the planning, programming, budgeting, and execution (PPBE) for the AFRRAD Program. The successful candidate should have experience with material disposition processes, Government PPBE processes, be familiar with the NRC regulations under 10 CFR Parts 1 through 199, RCRA regulations under 40 CFR Parts 239 through 282, and possess strong customer service expertise.

COMBINATION OF EXPERIENCE AND EDUCATION: Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education. NOTE: You must submit a copy of your transcripts.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
- Professional knowledge of health and radiation safety principles, laws, regulations and precedent decisions which provide the capability to recommend substantive program changes or alternative courses of managerial action requiring the expansion or modification of existing radiation safety health management techniques critical to the resolution of radiation safety management problems.
- Knowledge and understanding of professional level concepts, principles, theories, and current practices that enable incumbent to serve as a technical authority on the most complex environmental projects and programs within the radiation safety and health physics area of expertise.
- Knowledge and skill in project management to include contractor performance, quality assurance, quality control, costs, scope, and schedules of projects/programs.
- Knowledge and skills necessary to meet the requirements of the Nuclear Regulatory Commission definition of a Radiation Safety Officer for a Broad scope License.
- Ability to communicate effectively, both orally and in writing.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
