Favor TechConsulting, LLC (FTC) is seeking a talented PMO Project Lead with Department of Veterans Affairs experience.

Essential Duties & Responsibilities

Role Overview: The PMO Project Lead, will oversee a team of privacy and project analysts to develop, implement, and maintain a comprehensive PMO program for the Department of Veterans Affairs (VA). The PMO Project Lead ensures the PMO portfolio has the necessary skills and expertise assigned by the resourcing team to deliver projects; anticipate product and technology requirements; and ensure project teams are equipped to deliver the scope of the project. The PMO Project Lead will establish and maintain standards for project management that will be adhered to on an ongoing basis as well as standardize and introduce new standards. They will also ensure that privacy considerations and protections are comprehensively integrated into VA programs, policies, and procedures, conduct risk assessments, and mitigate privacy issues.

Responsibilities:

    • Lead a team of policy and program analysts in reviewing existing security and privacy policies, rules, legislation, and requirements to baseline effective processes with VA PMO and identify gaps or opportunities for improvement
    • Assist the federal PMO Lead in managing reporting requirements for the VA Privacy Service
    • Identify best project management processes and technology solutions to implement across VA Privacy Service
    • Manage and coordinate all assignments, activities, and deliverables for the PMO team
    • Optimize currently available tools, policies, and practices for project team implementation and improvement
    • Create and manage complex, integrated project plans using project management platforms
    • Effectively serve as a liaison between project teams, PMO, VA Privacy Service, and other key stakeholders
    • Collaborate with internal partners on key process improvement activities and ensure these activities are integrated within the project portfolio, as applicable
    • Develop policy, plans, and procedures by coordinating input from stakeholders; drafting business process maps; developing workflows; performing business process reengineering and analysis; and developing operational/tactical plans, checklists, and standard operating procedures (SOPs)
    • Oversee and lead efforts to identify privacy compliance gaps and define requirements to ensure that components, programs, and systems are compliant with VA privacy policies, procedures, and legal statutes
    • Prepare responses to federal ad hoc reporting requirements or data calls as requested from various federal executive management staff upon consulting with the Program Manager
    • Continuously evaluate and monitor privacy policies, procedures, and processes, and make recommendations to update VA policies based on new data privacy laws, regulations, contractual obligations, and industry best practices
    • Track, report, and supply aesthetically pleasing, reader-friendly metrics to facilitate decision making and improve performance and accountability
    • Supporting the Program Manager and other management personnel by responding to data calls, customer inquiries, and requests for information, managing program goals and initiatives, tracking and reporting progress toward meeting project goals and initiatives
    • Planning and developing roadmaps in collaboration with stakeholders for project initiatives under the overall program and tracking accomplishments against the roadmaps
    • Develop and monitor controls to ensure standard processes and procedures amongst the Project Management Office
    • Develop and facilitate training modules, as required

Required Skills & Experience

  • Experience in managing teams of project or privacy analysts
  • Detailed knowledge and familiarity with Program Management Office procedures and processes
  • Thorough knowledge of privacy principles, concepts, policy, and regulations
  • Ability to identify risks in security systems and work with technical experts to mitigate risks
  • Ability to identify key concepts, factors, and risks based on conversations and document these in clear and concise narrative or graphic reports
  • Experience managing Information Technology related projects
  • Well-versed in life cycle and project management methodologies
  • Experience in tracking costs, schedule, and performance progress
  • Ability to communicate clearly with federal clients and internal staff

Bachelor’s Degree

Years of Professional Experience:

8 years with a master’s or advanced degree

14 years without a master’s or advanced degree


Desired Skills & Experience

  • Experience working as a contractor or an employee for the Department of Veterans Affairs (VA) or other federal agency
  • Experience in business process mapping, identifying business requirements/needs and creating initiatives based off those requirements/needs
  • Experience working in a consulting environment and understanding of client/customer relations

Professional Certification(s):

PMP; CAPM; Lean Six Sigma; ITIL; Certified Information Privacy Professional (CIPP), Certified Information Privacy Technologist (CIPT), Information Systems Security Professional (CISSP), or other related certifications

Formal Education:

Master’s Degree

Years of Professional Experience:

15 years

  • Ability to perform the essential job functions consistent safely and successfully with the ADA, FMLA and other federal, state and local standards, including meeting qualitative and/or quantitative productivity standards

  • Must be able to talk, listen and speak clearly on telephone
