PMO Support Specialist (NOAA)
Changeis, Inc. is an award-winning 8(a) certified, woman-owned small business that provides management consulting services to the public sector. We are currently looking for a dynamic, knowledgeable, and results-oriented PMO Support Specialist with 5-7 years of project management and acquisitions experience to join our team with NOAA.
The National Oceanic and Atmospheric Administration (NOAA) provides timely access to global environmental data from satellites and other means to promote, protect and enhance the Nation's security, economy, and environment. NOAA is an agency that enriches life through science. A recent addition to NOAA, this unique PMO team which evolved from an acquisitions perspective, interfaces with both the Office of Satellite and Ground Services (OSGS) and Radio Frequency Management Division (RFMD) of NOAA. In supporting projects from both offices, the PMO Support Specialist will leverage their background in project management, acquisitions, quality assurance and finance.
The selected candidate will have a strong background in project management and acquisitions experience from a government agency. This is an ideal role for an independent self-starter who will contribute to impact in a high visibility role on the PMO team. While guidance and support will be provided, the selected candidate will be able to perform independently to fulfill job responsibilities.
Responsibilities:
· Provide RFIMS PMO support in acquisition and project management including: develop and review project documentation including management plans, statements of work, acquisition packages, briefings, reports, and memorandums
· Develop and document project processes and procedures
· Develop budgets and spend plans based on analysis of historical data and understanding of project roadmap
· Lead tracking and monitoring of project and contract budgets and financials; prepare charts and summary level reports for project reviews and forecasting/planning
· Reconcile project financials against spend plans; communicate variances and root causes
· Prepare invoice receipt certifications for vendor payment and follow up with NOAA Finance to track payments if vendor could not confirm receipt of payment
· Assist the Contracting Officer’s Representative (COR) in monitoring Contractor performance and adherence to their Quality Control Plan (QCP)
· Track and analyze Contractor Earned Value Management (EVM) metrics; engage with the Contractor and inform the Government PMO regarding concerns
· Serve as Configuration Manager for all project documentation and coordinator of the deliverable review process
· Support project and organization meetings through independent preparation of material, presentation of material, and facilitation of meetings, including action item review
· Draft and update project schedules for acquisition and project planning
· Track project tasks and action items and coordinate with various project and external groups to facilitate timely completion
· Provide logistical planning, monitoring, reporting, and execution of the RFIMS project
· Respond to ad-hoc data calls and requests for project information
Requirements:
· 5 years of PMO support experience and/or project management/procurement/acquisition experience working in a federal agency
· A Bachelor’s degree in business, acquisition, project management or engineering
· MA/MBA degree preferred
· Project Management Professional (PMP)
· Demonstrated experience utilizing Microsoft Office Suite (Word, Excel, PowerPoint, Project, Visio) and Google Suite
· Experience with Comprizon Suite (cSuite) or another comparable contract modification software package preferred
· Proficiency in using and learning new software
· A predisposition in working with technical (engineering/IT) concepts and team
