Summary

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for for Shortage Category and/or Critical Need Position under 5 USC 9902(b)(2) to recruit and appoint qualified candidates to positions in the competitive service.

Conditions of Employment

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • Must be able to obtain and maintain a Secret Security Clearance.
  • Must have graduated from the United States Army Civilian Police Academy, or graduate within 12 months of hire date, or is a current employee and is considered grandfathered IAW AR 190-56, unless incumbent has a current approved waiver.
  • Incumbent must be able to successfully pass training certification related to police work functions including all DOD Instruction 5525.15 requirements.
  • Incumbent must meet the requirements of Army Regulation (AR) 190-56 (The Army Civilian Police and Security Guard Program).
  • This is a Testing Designated Position (TDP) and is covered by the Alcohol and Drug Abuse Prevention and Control Program. In accordance with (IAW) AR 600-85, a DA 5019R (Condition of Employment) must be signed for mandatory drug testing.
  • The 1996 Lautenberg Amendment to the Gun Control Act of 1968 covers this position. Persons convicted of a misdemeanor or felony crime of domestic violence are not eligible for this position.
  • Incumbent is subject to removal from the position if convicted of a felony.
  • This position is designated as a Mission Essential position. In the event of a crisis situation or inclement weather, the incumbent must continue to perform the duties until relieved by proper authority.
  • Incumbent must possess a valid State driver’s license and be able to obtain and maintain a government motor vehicle operator’s license.
  • Hours of work is subject to irregular and/or rotating shifts, evenings, nights, weekends and holidays. Incumbent is required to work overtime as directed and is subject to recall for emergency overtime.
  • Incumbent is subject to possible civil action due to improper exercises of authority or injudicious use of force in the apprehension or detention of individuals.
  • This position requires the completion of a pre-employment Physical Examination and an annual examination thereafter to ensure the continued, required level of physical health and ability or fitness to perform the duties of the position.
  • This position requires certification in cardiopulmonary resuscitation with Automatic External Defibrillator (AED) training.
  • Incumbent must be able to pass training certification related to police work functions including all DODI 5525.15 requirements; FEMA IS-100, IS-200, IS-700, IS-701, and IS-800.B IAW HSPD-8 and AR 525-27.
  • Incumbent must be able to pass training certification related to police work functions including HAZMAT Awareness; Radiation Safety Training; operating special purpose vehicles other certifications as prescribed by regulations or statutes.
  • This position is subject to an initial drug screening, and random testing thereafter. A negative drug test result must be received by human resources within 30 calendar days after the Entrance on Duty (i.e., start date).
  • Selectee’s inability to successfully pass or refusal to complete the drug test may result in the job offer being withdrawn during the recruitment process or removal from Federal service for failure to meet a condition of employment.
  • You may be required to sign a Statement of Understanding if you are selected for this position.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience for GS-06: To qualify for the GS-06 grade level, you must have one year of specialized experience equivalent to the GS-05 grade level in the Federal service which includes: 1) Protection of property against such hazards as fire, theft, damage, accident, or trespass; 2) Maintaining order and protecting life; AND 3) Controlling access of vehicles, visitors and/or pedestrians into a facility or area. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-05.

Specialized Experience for GS-07: To qualify for the GS-07 grade level, you must have one year of specialized experience equivalent to the GS-06 grade level in the Federal service which includes: (1) Patrolling areas on foot or by motor vehicle; AND (2) Responding to emergency calls, complaints, or other calls during shifts; AND (3) Exercising search and arrest authority; AND (4) Conducting traffic patrol. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service, GS-06.

Education

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • NOTE: Federal law requires removal of federal law enforcement officers convicted of felonies. The Omnibus Federal Budget Bill for Fiscal Year 2001 (Public Law 106-554) includes a provision that imposes requirements on federal agencies, including DoD installations, that employ law enforcement officers. The provision, which is in Section 639 of PL 106-554, requires agencies to remove law enforcement officers from employment as law enforcement officers if they are convicted of a felony after the law takes effect. Felony convictions that occurred before the new law takes effect are not included in this requirement; only new convictions will trigger the requirement. The law went into effect on January 20, 2001.
