PRIMARY PURPOSE OF POSITION
Develop and draft Energy Policy analysis and strategy, while supporting OpCo regulatory projects and filings as needed (both independently and on a team) at the state level. Plan, develop, recommend, and champion Exelon's strategic policies and positions internally before Exelon key senior management, and stakeholder groups, as appropriate. Researching, monitoring, analyzing, and advocating on state, and market regulatory matters in coordination with the Regulatory Policy & Strategy Department. Responsible for applying critical analytical skills as well as possessing an in-depth working knowledge of legal, regulatory, financial, and accounting concepts unique to the utility industry, to advance the regulatory and policy objectives of the Company. Act as liaison, providing critical information to Exelon's business units on regulatory, policy and market issues, both proposed and adopted, and/or impacts resulting from decisions, policies, or rulemakings rendered by regulatory entities with jurisdiction over, or impact upon, Company activities. Perform and participate in analyses of regulatory and policy issues related to the Company. Collaborate with other Exelon business units to organize all phases of production of various presentations and outreach to federal and state agencies, as well as stakeholders groups. Position may be required to work extended hours for coverage during storms or other energy delivery emergencies.
PRIMARY DUTIES AND ACCOUNTABILITIES
- Research, review, and analyze filings made by parties to regulatory proceedings and orders issued by administrative agencies exercising jurisdiction over the Company's business activities. Assist activities of the regulatory and multifunctional staff as assigned.
- Evaluate, analyze, and champion the Company's regulatory and policy initiatives in litigated proceedings and stakeholder forums.
- Prepare position papers and analyses concerning regulatory and policy issues, and participate in and prepare summaries of, as needed, meetings of trade associations and advocacy groups.
- Work with outside counsel, internal counsel, and consultants in connection with the preparation of submissions to regulatory agencies.
- Participate on corporate committees and with external organizations to develop improvements to regulatory infrastructure, comment on rulemakings, and develop alternatives to existing regulatory requirements consistent with Exelon/ComEd strategic and business objectives.
- Establish and maintain library and on-line research capabilities required for effective coverage of regulatory and policy issues of concern to the Company.
- Coordinate the preparation of testimony by witnesses on behalf of the Company on regulatory issues.
JOB SCOPE
This position has a direct impact on the Company's ability to generate the revenue required to successfully develop and implement its strategic initiatives thereby impacting shareholder returns, cash levels, and earnings. The position has significant interrelationships both internally and externally. Key internal relationships include regulatory, finance, accounting, treasury, and legal, as well as other operational and support groups within the Operating Companies and Exelon Business Services Company. Internal relationships include the executive leadership of Exelon, and to some degree ComEd, BG&E, PECO, and PHI . Responsibilities include serving on corporate committees and teams providing input into business strategy development for the regulated businesses in a constantly and rapidly changing regulatory environment. In addition, this position is called upon to provide expert guidance and/or advise Company management with regards to complex regulatory issues on a daily basis. The position requires that it be a trusted and reliable source of information for the regulatory agencies and other parties involved in the regulatory processes that impact the Company. The position is charged with participating with both internal and external organizations to develop regulatory infrastructure or develop alternatives to regulatory requirements that help to define the regulatory environment in a fashion that protects the interests of the Company. In doing so, the position requires the ability to effectively interface with regulators, customers, expert consultants, and others, demonstrating cooperation, tact, diplomacy, and excellent judgment to further the Company's credibility, image and strategic objectives. Work is complex in nature, and involves both technical and creative skills to achieve attainment of the Company's objectives within the context of the federal and state regulatory environment. Generally operates with wide latitude for independent action and decision making, while understanding the constraints on authority for issues that impact broad constituencies.
Qualifications
MINIMUM QUALIFICATIONS
BS or BA in relevant field, such as Business, Political Science, Engineering, Economics, Mathematics, Finance, or Accounting. In lieu of degree, 9-12 years of relevant experience. 7-10 years of related experience, primarily in regulatory policy, political/governmental affairs, corporate communications, rates, accounting, financial, or strategic planning areas. Excellent written and oral communication skills are essential to represent the Company internally and externally and to testify on behalf of the Company before regulatory agencies. Must possess highly effective personal skills to interface with other Exelon/ComEd business units, external legal counsel, and state and federal commission staff. Excellent financial, analytical, and technical skills are required to direct and oversee activities related to the evaluation of energy and regulatory policies, positions, and outcomes. Should possess a broad understanding of Exelon/energy delivery strategy and business practices. Must display a high degree of professional integrity, complex problem solving, and creative thinking abilities. Have demonstrated high-level competencies in 1) accountability, 2) collaboration, 3) continuous learning, and 4) high performance in ambiguous situations.
PREFERRED QUALIFICATIONS
Advanced degree in Accounting, Finance, Business, Economics, or Law.
