The Financial Institutions Group (FIG) is one of the major industry groups at IFC, responsible for managing roughly 40% of IFC's overall business in terms of volume and capital at risk. FIG's strategy and implementation work focuses on 3 main pillars: (i) increase financial access and inclusion; (ii) scale sustainability and climate finance; and (iii) make financial systems more efficient, resilient, and sophisticated.

FIG engages in a wide range of priority areas including MSMEs, Gender, Climate, Housing, Distressed Assets, and Trade Finance, to which it offers investment and advisory services through banks, non-bank financial institutions, Fintechs and other digital channels, and the capital markets.

IFC's priorities in FIG as an industry group are: (i) grow investment and advisory solutions in all regions it operates in, while achieving strong profitability and development impact (ii) build new and nurture existing client relationships to make IFC the preferred partner for key clients (iii) manage portfolio of assets for strong profitability and impact; (iv) support local companies, while improving transparency and corporate governance; (v) catalyze foreign investment, including mobilizing B loans, parallel loans, and other forms of capital mobilization; (vi) introduce and develop new financial solutions, products and platforms; (vii) build long-term partnerships with strong regional players; (viii) develop client, sector and country-level solutions through upstream and downstream interventions that can be scaled and replicated; and (ix) be a thought leader and innovator of products and client solutions globally.

One of the main areas of focus for FIG is Capital Markets and alternatives. Strengthening the capital markets of its member countries is a strategic priority for IFC. IFC has long-standing programs for providing support for a wide range of securities issuances by emerging market (EM) clients and is looking to expand its investment activities. Key asset classes include Housing Finance, SMEs, Gender, Trade, and Climate/ Sustainability.

FIG is seeking a Principal Debt Capital Markets Specialist with significant current structuring and execution experience in debt capital markets gained in an investment bank to join its Capital Markets and Innovation team. The Principal Debt Capital Markets Specialist will have primarily responsibility to provide structuring and execution advice to IFC's investments in thematic bonds (climate, social, impact, etc.) and other debt securities (structured covered bonds, perpetuals, project bonds, etc.). With an increase in focus on the role of capital markets in developing economies and focus on DCM products IFC expects significant growth in Capital Markets bonds and products across all sectors of economies in emerging markets, including real sectors. As a critical component of the role, though based in FIG, the Principal Debt Capital Markets Specialist will provide significant outreach/support and technical advice to other IFC Industry groups' work in debt capital markets which will rely on this resource rather than build their own dedicated capacity. The position will report to FIG's Senior Manager, Capital Markets and Alternative Channels, and will be based in Washington DC.

Roles & Responsibilities:

Specific responsibilities include but are not limited to:
• Develop IFC's Debt Capital Markets investment program, to achieve its objectives and ambitious plans for investment growth and development impact.
• Develop a consistent Debt Capital Markets approach across industries and regions.
• Develop a strong pipeline of good quality investment opportunities for FIG through anticipating market trends and employing sector/ country knowledge.
• Coordinate and optimize with other industries and syndications teams, the relationship management with investors, arrangers, and underwriters.
• Develop further DCM product offerings across sectors in FIG, MAS and INFRA.
• Focus on adding value to IFC's clients, find solutions to sector challenges, and achieve sustainable development impact.
• Participate in client / investors meetings pitching DCM products.
• Work with key stakeholders (private and public) to define consultancy / advisory services.
• Evaluate, structure, and negotiate new transactions in order to make recommendations to IFC's management, in particular: thematic bonds (impact, green, social), covered bonds, and MBSs.
• Use strong negotiation skills to develop solutions and overcome impasses in straightforward and complex transactions.
• Work closely with and collaborate with FIG regional teams and other industries and Operational departments as well as legal, regulatory, credit and risk departments and teams, to provide project support and bring in product knowledge, as needed.
• Support portfolio teams across industries in monitoring bond portfolios, develop monitoring processes and exit strategies, as need be.
• Develop and provide training and guidance to non-FIG teams on Capital Markets products and transactions to enable growth and development of knowledge and expertise across other sectors and industries.
• Coordinate with the World Bank's FCI Global Practice team to establish priority areas for joint efforts.
• Mentor and train junior staff.
• Assist in other project or strategy related activities, as the need may arise.

Selection Criteria
• Master's degree in finance, economics, or other related areas.
• Minimum 12-15 years of experience in finance, with evidence of growing expertise in banking, financial institutions, and finance related disciplines.
• Strong experience in and in-depth understanding of industry trends in capital markets and minimum 10 years expertise in debt capital markets. Solid track record and exposure to capital markets transactions investments and portfolio projects.
• Ability to interact directly and independently with the senior management of potential clients, of financial and technical partners as well as senior government officials.
• Strong track record of negotiating both plain vanilla and more complex transactions.
• Experience working with syndicate team on all aspects of the deal life cycle, including book building, documentation, road show, pricing, execution, hedging and selling.
• Background in liability management, corporate finance or credit analysis or demonstrates an ability to understand and analyze client's business and financials.
• Understanding the business process management and optimization as well as principle of continuous improvement.
• Deep knowledge of financial services (DCM, buy and sell, infrastructure and treasury) and comfortable discussing industry and market trend, technology innovation and regulatory.
• Good management skills with proven track record of success in developing client relationships and execution of client engagements.
• Excellent business judgment and strong analytical and problem-solving skills to identify issues and present creative, practical solutions.
• Ability to work with teams within IFC, WBG, and other DFIs to mobilize private sectors investors and increase financing to emerging markets and build and develop collaborative relationships across industries.
• Knowledge and experience in international economic development areas and commitment to sustainable development.
• Great team player, able to mentor and train more junior staff.
• Capacity to deal with conflicting priorities and deliver high quality work on schedule; facility to work successfully in multicultural teams and across boundaries.
• Excellent oral and written presentation skills in English are required; additional major language such as French or Spanish desirable.
• Willingness to travel.
