Department Summary:

The Internal Revenue Service (IRS) Information Technology (IT) Transformation Department (P822) is seeking a motivated and creative IT Systems Engineer at MITRE's Mclean, VA location to help solve challenging problems for our sponsors. You will have the opportunity to influence the strategic direction of IRS technologies and have long term impacts on the tax ecosystem.

Roles and Responsibilities:

• Work with a spectrum of government sponsors to gain understanding of their technical challenges, evaluate possible solutions, conduct insightful, actionable analyses, and develop actionable recommendations.
• Apply systems engineering methodologies to real world problems.
• Conduct analyses and studies that illustrate transition from current to future state technologies within the framework of the IRS tax ecosystem.
• Conduct studies, develop operating models, roadmaps, and implementation plans that enable operationalization of recommendations.
• Present results in an intuitive, actionable manner that can be understood by all sponsor audiences, regardless of technical expertise.
• Perform duties as a project leader, overseeing the scope, schedule, cost, risk and quality of a designated project and engaging with the project sponsor.

Minimum Qualifications:

• Typically requires a minimum of 10 years of related experience with a Bachelor's degree; or 8 years and a Master's degree; or a PhD with 5 years' experience; or equivalent combination of related education and work experience.
• At least four years as a project manager/leader directing complex IT-related projects.
• Applicants selected for this position will be subject to a government security investigation and must meet eligibility requirements for access to sensitive information.

Required Qualifications:

• Demonstrated excellent written and verbal communication skills.
• Demonstrated ability to decompose IT systems and identify dependencies and relationships with other IT systems.
• Demonstrated ability to assess IT systems across their entire lifecycle from conceptualization to retirement.
• Demonstrated ability to perform systems engineering activities within a hybrid, multi-cloud ecosystem.
• Demonstrated ability to apply the seven IT "-ilities" of availability, maintainability, usability, scalability, extensibility, security, and portability as part of proposed solutions.

Preferred Qualifications:

• AWS, Azure, and/or Google cloud solutions architect certification.
• ITIL v4 certification.
