SUMMARY OF DUTIES:

Under the direction of the Director of Portfolio Management, the Principal Project Manager is responsible for managing specific complex capital construction projects. Total project costs may exceed $50M. Individuals in this role use advanced knowledge of project management processes and controls to accomplish project objectives by planning and evaluating project activities with some indirect supervision from the Director. Individuals in this role may have either direct reports or matrixed subordinate team members. The position requires regular analytical and metric-based reporting to Senior staff, Executive Governance Committees, and external stakeholders.

ESSENTIAL FUNCTIONS:

  • Prioritize safety in every aspect of project management.
  • Develop and implement project plans, schedules, and budgets consistent with operational needs and budget allowances; Oversees bid negotiations and consultant relationships.
  • Manage and monitor project schedules, progress, and costs; Maintain, adjust, and update plans as needed; Consolidate, communicate, and manage all project issues and risks.
  • Ensure timely and effective communication of project status to project participants and stakeholders.
  • Ensure project progress by measuring the variance in scope, schedule, cost, and quality from the respective baselines and takes necessary action to address deviations.
  • Identify, document, and spearhead evaluation of changes based on cost, schedule, risk, scope impacts, and cross-functional dependencies.; Ensure appropriate packaging of relevant information to support project change.
  • Mentor and coach junior level Portfolio Delivery staff and matrixed team members.
  • Work with senior leaders to contribute relevant data to support annual planning activities.
  • Provide financial project performance and forecasting reports to senior executives and government regulators.
  • Identify and evaluate risks associated with project activities and work across organizations to establish and monitor mitigation plans.
  • Establish appropriate project governance structures and processes by engaging key stakeholders.
  • Establish collaborative partnership among stakeholders to enable scoping, financial and resource decisions.
  • Develop and maintain required project management artifacts in accordance with Amtrak Project Management standards and applicable regulations.
  • Identify efficiencies and present recommended improvement opportunities at various levels of management.
  • Build and maintain external relationships to provide effective communication of capital program status and accomplished goals and objectives.
  • Develop and administer budget of assigned projects; Approval of forecasted funds needed for staffing, equipment, materials and supplies; Approve expenditures and implement budgetary adjustments as appropriate.
  • Represent Amtrak at meetings and conferences with elected and public officials, private citizens and public & private organizations.
  • Remain abreast of new trends and innovations in the field of project management and public transportation.
  • Analyze challenges, problems and process breakdowns to ensure lessons learned are used to improve project management and project delivery practices.
  • Maintain a professional, teamwork environment with all peers and colleagues.
  • Effectively contribute to a safe work environment for employee and customers.
  • Demonstrate necessary leadership to support a zero incident/injury culture within Amtrak.

MINIMUM QUALIFICATIONS:

  • BS Engineering, BA Architecture or related field
  • 7+ years of experience in project management with emphasis on large-scale project implementation in the passenger railroad field preferred.
  • A minimum of 13 years of relevant work experience or an equivalent combination of education, training, and work experience is needed in lieu of education.
  • Extensive experience managing diverse, large, and geographically dispersed groups of individuals.
  • Extensive experience showing strong interdepartmental leadership with the ability to identify problems and develop and implement solutions.

  • Experience working with government agencies and organizations.
  • PMP Certification (Must obtain within 12 months of the date of hire)
  • Successfully demonstrate expert knowledge and ability to effectively oversee the scope, schedule and budgets of capital improvement and maintenance programs.

MINIMUM KNOWLEDGE, SKILLS AND ABILITIES:

  • Advanced principles of project management, program development, implementation, and administration for improvement and maintenance projects.
  • Theories, principles, and practices of passenger railroad systems design, construction, operations, maintenance, safety, accident prevention, and emergency response.
  • Applicable local, state, and federal laws, rules, and regulations governing the design, engineering, and construction of passenger railroad capital improvement and maintenance projects.
  • Project delivery, engineering and maintenance roles, responsibilities and requirements.
  • Railroad systems including track, structures, communication systems, signals, electric traction and track usage procedures.
  • Principles and practices of capital and operating budgets preparation and administration.
  • Principles and practices of contract negotiation and administration.
  • Principles of supervision, training and performance evaluation.
  • Social, political and environmental issues influencing capital programs.
  • Labor union agreements.
  • Amtrak organization, Federal Railroad Administration (FRA) and NEC stakeholders, including state and local governments, commuter railroads and freight railroads.
  • National Environment Policy Act (NEPA) documentation preparation
  • Roadway Workers Protection (RWP), NORAC/ General Code Operating Rules; MW 1000, AMT2, AMT23, AMT27, Hazard Communication (Right to Know) and Personal Protective Equipment (PPE)
  • Motivate and support people across the organization to work collectively as a cohesive whole to produce superior results.
  • Conduct meetings and interviews, interpersonal communications, time management, conflict resolution and to conduct formal investigations.
  • Communicate clearly and concisely in verbal and written form, including ability to articulate complex issues and interact with outside stakeholders as well as all levels of Amtrak.
  • Present and discuss program and project status with senior management, 3rd parties and the Board of Directors.
  • Effectively oversee all capital improvement and capital maintenance program management and administrative functions.
  • Effectiveness working diplomatically across teams with varying objectives.
  • Lead cross functional multidisciplinary project teams.
  • Network with internal and external stakeholder; Leverage relationships to resolve complex project issues.
  • Plan, develop and implement objectives, policies, procedures and work standards to organize and control the design and construction of a capital project.
  • Understand, interpret and apply applicable laws, rules, regulations, policies, procedures, budgets, contract and labor/management agreements.
  • Facilitate and encourage objective analyses of alternate points of view.
  • Articulate strengths and weaknesses of various business options in order to reach an informed decision.
  • Establish and maintain cooperative and effective working relationships with superiors, peers and subordinates across the organization.
  • Represent Amtrak before elected officials and the public, as requested.
  • Identify talented managers and advocating for their future development.
  • Exercise judgment and creativity in making decisions.
  • Prepare reports and correspondences.
  • Use Microsoft Project, Visio and Office, including intermediate level capabilities in the use of Excel, Power Point and Word.
  • Must have excellent written and oral communications skills.

PREFERRED QUALIFICATIONS:

  • Project Manager Professional (PMP) or
  • BS Engineering, BA Architecture or related field

WORK ENVIRONMENT:

  • 5 Days on-site between the office and the field, depending on the phase of the projects
  • Periodic remote work (up to 1 day per week) is possible for discussion
  • Project/Construction site visits on the Right-of-Way are required, at times including 2nd and/or 3rd shift(s), weekends, and holidays.

COMMUNICATIONS AND INTERPERSONAL SKILLS:

Must have excellent oral and written communication skills.

The salary/hourly range is $105,910 - $137,260. Pay is based on several factors including but not limited to education, work experience, certifications, internal equity, etc. Depending on an employee's assigned worksite or location, Amtrak may consider a geo-pay differential to be applied to the employee's base salary. Amtrak may offer additional incentive and pay programs to recognize and reward our employees, including a short-term incentive bonus based upon factors such as individual and company performance that is commensurate with the level of the position and/or long-term incentive plan compensation.
