Principal Regulatory Engineer

The Principal Regulatory Engineer will be responsible for developing documents on technical and regulatory analysis in response to the Federal Communication Commission (FCC) rulemakings and Consultations from other administrations. You will also be responsible for technical analyses for intersystem coordination activities, and you will participate in these meetings. Further, you will collaborate with internal stakeholders to analyze and address interference experienced by operational satellites. Additionally, you will play an integral role in Intelsat's efforts in U.S. preparation and participation at International Telecommunication Union (ITU) Working Party and other U.S. government preparatory processes, e.g., FCC WAC and CITEL, including preparation of technical regulatory documents for such meetings. You will be responsible for ensuring FCC space station and earth station applications are accurate and complete. Further, you will collaborate with internal stakeholders and provide spectrum advice and technical analysis on various topics, including satellite design and evolution of new technologies.
Are you up to the challenge?
- Frame and organize technical/regulatory documents for Intelsat's responses to FCC rulemakings and Consultations from other administrations in collaboration with Intelsat Regulatory Affairs team.
- Manage technical/regulatory contributions to ITU Working Parties and other regional organizations in alignment with Intelsat's objectives. Represent Intelsat at these meetings and present and defend contributions.
- Conduct technical analyses for intersystem coordination and actively participate in operator to operator and Administration coordination meetings.
- Provide technical and regulatory analysis for internal stakeholders to support on-going Intelsat projects.
- Advise Intelsat Regulatory Affairs on ITU, FCC and market access projects.
- Develop road map to meet Intelsat objectives in ITU forums.
- Respond to internal stakeholders regarding ITU and FCC spectrum related technical/regulatory matters.
- Support other spectrum team members including in the earth station and space station application process.
You should definitely have:
- Bachelor's degree in engineering
- Minimum 5 years relevant experience
- RF Engineering experience
- Proficiency in use of industry standard software, e.g. Visulayze
- Extensive knowledge of FCC rules and ITU Radio Regulations
- Effective verbal and written communication skills
- Effective interpersonal skills with the ability to facilitate agreement during challenging conversations
- This role is subject to ITAR/EAR; candidates must be a US Person (this includes US Citizen, Permanent Resident or Protected Individual such as an asylee or refugee).
