Northrop Grumman Mission Systems (NGMS) located in Linthicum, MD is seeking a Test Program Manager who is responsible for leading cross-functional teams during the proposal phase, design and manufacture phase of complex HW/SW Test products; participating in negotiations; responsible for establishing and executing project Integrated Master Schedules (IMS), and funding authorizations; initiating the launch of new designs and subsequent shop orders; and managing all cost/schedule and performance related activities. This role does not have any direct reports.

As a Test Program Manager, responsibilities include leading a technical and programmatic Supply Chain Management and Manufacturing (SCM and MFG) team through the full lifecycle of a project; generating and managing inputs for IMS/schedules, Quantifiable Back-up Data (QBD), spend plans, Earned Value (EV), Estimates at Completion (EAC) and status reports for the program; and championing process improvements activities. The Test Program Manager will work closely with the directors and managers of other engineering and programmatic (SCM and MFG) disciplines, program directors and program managers. Applicant must be - Self-motivated, highly organized and detail oriented - Proactive and responsive with an internally generated "sense of urgency" - Possess strong problem-solving and analytical skills. Excellent verbal and written communication, time management, and organizational skills are required.

Principal Test Program Manager (level 3)

Basic Qualifications:
  • Minimum 5 years of related engineering experience with Bachelor's degree, or minimum 3 years of related experience with a Master's.
  • Demonstrated leadership responsibilities
  • Comprehensive understanding of the Design, Manufacturing and Test Integration process is a must
  • Basic understanding of SAP Production/Materials management tools
  • Ability to work on-site at BWI campus and areas nearby
  • Ability to obtain and maintain a Secret (or higher) clearance

Sr. Principal Test Program Manager (level 4)

Basic Qualifications:
  • Minimum 9 years of related engineering experience with Bachelor's degree, or minimum 7 years of related experience with a Master's.
  • Demonstrated leadership responsibilities
  • Comprehensive understanding of the Design, Manufacturing and Test Integration process is a must
  • Basic understanding of SAP Production/Materials management tools
  • Ability to work on-site at BWI campus and areas nearby
  • Ability to obtain and maintain a Secret (or higher) clearance

Preferred Qualifications:
  • Clear understanding of Earned Value and SPI/CPI in determining the critical path of a project, EAC and experience preparing workload forecasts
  • Experience as Technical Lead, Integrated Product Team (IPT) Lead, or other demonstrated leadership role to a program office.
  • Solid use of Excel and SAP Production/Materials management tool
  • Previous functional management experience
  • Experience in Engineering Design or Systems
  • Master's degree in Engineering, Business Management, Engineering Leadership, or equivalent
  • Current TS/SCI

Salary Range: $96,900.00 - $145,300.00Salary Range 2: $120,000.00 - $180,000.00

Employees may be eligible for a discretionary bonus in addition to basepay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results.Employees in Vice President or Director positions may be eligible for Long Term Incentives.In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO)for vacation and/orpersonal business.
