Product Manager
Job Description
T-Rex is seeking a Product Manager to support development, adoption, delivery, and sustainment of current and new capabilities for MHS GENESIS (DOD’s Electronic Health Records system). The candidate will work closely with staff at site, senior T-Rex Technical Leads, DHMS leaders/staff, DHA Health Informatics leaders, and DHMS vendors to plan and execute technology deployments and address readiness and execution issues.
The PEO Defense Healthcare Management System (DHMS) is transforming the delivery of health care and advance data sharing through a modernized electronic health record for service members, veterans and their families. The Workforce 3.0 program within DHMS is a managed solution that leverages innovative new processes, methods, and best-in-class methodologies from the private sector to enable the entire PEO DHMS workforce to deliver world-class technology. The DHMS systems provide important health IT capabilities to 9.6 million active duty military, their families, and their beneficiaries. Responsibilities:
- Deliver value to end users by overseeing products across the product delivery lifecycle (including planning, design, testing, and implementation)
- Support the application and delivery of products within relevant thematic group, understanding how products in covered product groups enhance delivery of care
- Understand the ecosystem of deployed products within the relevant product groups, to ensure products are meeting end user and patient needs, and where gaps & pain points may exist in the current model
- Leverage data and analysis in product decision-making, including resource allocation and prioritization of new capabilities within the product line
- Be accountable for the successful launch, deployment, adoption, and maintenance of products within the product group, including the development of supporting materials, project plans, and stakeholder communications
- Support shared responsibilities and interdependencies:
- Direct and coordinate the engagement of Platforms and Supporting Functions at the appropriate points in the product delivery lifecycle to ensure the product meets user needs and stakeholder requirements, leveraging the right people, processes, and tools
- Work with other Product Line TCs and Products TC to ensure ways of working are coordinated, particularly in touchpoints with stakeholders
- Collaborate with external stakeholders (vendors, other DOD partners) to ensure delivery of products coordinates with the proper points of contact
- Demonstrate key leadership behaviors
- Keep up to date with industry best practice on management and deployment of products within the product line and covered groups
- Engage the right stakeholders to ensure successful launch while utilizing the Program’s expertise and resources
- Serve as a domain expert for covered Products, both for products in the Product Line and potential new additions in existing Product Groups
- Adapt an end-to-end ownership mindset to become an expert in the product launch lifecycle and the touchpoints needed to ensure success
- Consolidate and incorporate Lessons Learned for Product launches, and coordinating with other Product Line leads to share best practices
- Willingness to travel
Requirements:
- 3+ years of professional experience as a Product Manager or similar field
- Experience developing detail schedules and tracking and reporting status
- Experience providing subject matter expertise and support to product teams
- Ability to work independently as well as part of a larger team
- Strong written and verbal communication skills
Desired Skills:
- Bachelor’s Degree in Information Technology, Computer Science, Engineering or another similar discipline
- Agile Certification (SAFe Agile Product Owner, Product Manager and/or Certified Scrum Master)
- Experience developing or delivering technical scope of work
- Experience in the health IT industry and with medical devices
- Experience at the Defense Health Agency
- Experience with Cost, Schedule and Performance Management

In compliance with pay transparency guidelines, the annual base salary range for this position is $95,000 - $120,000. Please note that the salary information is a general guideline only. T-Rex considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/training, key skills, internal peer equity, as well as market and business considerations when extending an offer.
