The Human Development (HD) Practice Group (PG)
The World Bank Group (WBG) is the largest provider of development finance and solutions for human development working with high-income, middle-income, and low-income countries to develop country-tailored solutions for human development (HD) under the themes of education, health, social protection, jobs and gender. The HD PG coordinates with other Practice Groups to ensure a coordinated and integrated approach to development challenges, and through the World Bank Regional Units is expected to deliver the strongest and most pertinent support to our client countries.
The Human Development Vice Presidency (HDVP) at the World Bank Group is made up of the Global Practices for education; health, nutrition, and population; and social protection and jobs; additionally, the HDVP houses the gender group. As such, HD is central to the World Bank Group's goals to end extreme poverty by 2030 and raise shared prosperity.
Over the past few years, the World Bank's Human development sector has been delivering a scaled-up program with an active portfolio over $71.3B with engagements in 121 countries. New commitments in FY21 are expected to reach a total $21.2B by FY end. Human capital development, and in particular, the health sector program, has taken a central role for the WBG, as a result of the unprecedented COVID-19 pandemic and its impact.
The primary challenges of health development relate to health, nutrition, and demographic transitions that are responding to the COVID-19 pandemic both, through an agile short-term response, and a sustainable and inclusive longer-term response that tackles inequitable opportunities and outcomes in the health sector globally, regionally and within countries. The fundamental challenge is to preempt, prevent and mitigate the developmental impact of these challenges now and into the future. Specific challenges include: providing equitable, efficient, accountable and sustainable financing of health coverage; providing equitable, quality, appropriate and scaled-up delivery of priority public health services according to need; mobilizing the appropriate quantity and quality of key health systems inputs related to health workers, pharmaceuticals, and healthcare technology and facilities; and strengthening models of governance for the health sector that recognize core functions for government, responsibilities/accountability of key actors and enhance competencies for governance across levels (local, national, regional and global) and sectors (public/private/civil society, as well as government sectors such as education, transport, social protection, etc.).

The central contribution of the HNP Global Practice to the World Bank's twin goals is to enable the achievement of Universal Health Coverage (UHC), in which all people are effectively covered by essential health services, and nobody suffers undue financial hardship as a result of illnesses. In the quest for UHC, the HNP Global Practice is building on progress made in the framework of the Millennium Development Goals, an array of analytical and advisory services, strategic partnerships with partner institutions and other financing agencies, and an active lending portfolio. The HNP Global Practice includes staff members in Washington, DC and many country offices.
The HNP Global Practice is led by a Global Director, who has overall responsibility for the GP. The Global Director works closely with the Human Development Directors for each Region and with the regional Practice Managers and the Practice Manager of the Global Unit and the GFF Manager who collectively form the practice board. The day-to-day management of the HNP Global Unit is under the responsibility of the Practice Manager.
Duties and Accountabilities
The Operations Analyst will be part of the front office team supporting the coordination, partnerships, communication and organization function of the global practice and the global unit. This includes the overall support and organization of the governance of the global practice through the practice board and the talent board, the coordination of requests from senior management and input on briefing notes, support for the realignment process of the global unit as well as day to day management of the various external requests and events. The operations analyst will work in close collaboration with the Global Director and Practice Manager for the Global Unit and will have the following responsibilities:
β’ Provide support in all aspects of the organization and content preparation of the practice board regular meetings and retreats including agenda preparation, minutes, data analysis and documentation of key decisions and retreat planning.β’ Provide support to the secretariat of the talent board as part of a team planning for the agenda and the meetings of the talent board and ensure follow up steps and documentation of the decision making. This will also require contributions to the preparation of the content, analysis and presentation preparation.β’ Support the realignment of the unit by providing input to the planning process, support the organization of retreats and events, contribute to the content and process of the realignment, develop presentations and other necessary materials, contribute to specific aspects as standard operating procedures and work program planning.β’ Coordinate and draft briefing notes for the Global Director and Senior Management; facilitate and collate input from technical colleagues; manage the review process; and liaise with staff in corporate relations, senior management offices, and partner organizations.β’ Contribute technical inputs and data analysis in technical briefings for senior management or board, management action reports, newsletters, and conduct data analysis to inform technical reports and briefings.β’ Provide quality assurance review to briefs, technical products, and messaging to align with World Bank messaging and to distill complex information into digestible language.β’ Lead the organization of agendas, running orders and materials for HNP events (e.g., Human Development week) and serve as a focal point for staff across the unit for key events.β’ Coordinate and provide HNP inputs into management reports and IDA monitoring. This requires liaising with regions and communicating progress in monthly Human Development meetings.β’ Support the planning of external engagements, donor visits and events including for agenda setting, talking points, speeches etc. β’ Engage in and provide input in technical conversations related to key priorities in the global unit.
Selection Criteria
β’ A Master's degree in public health, public policy, economics, administration, management or similar fields.β’ At least 2 years of relevant work experience in a large organization including development partners and NGOs requiredβ’ Good technical understanding of core HNP technical topics including health financing and pandemic preparedness.β’ Strong team player with the ability to work independently and effectively both remotely and face-to-face.β’ Experience working with partner organizations in the Global Health space is a strong advantage.β’ Good understanding of the World Bank organizational structure and ways of working is an advantage.β’ Ability to treat sensitive and confidential information with a high level of discretion and care. Ability to take personal responsibility and accountability for timely response to client queries and act as liaison with different partners.β’ Ability to take personal ownership and accountability to meet deadlines and achieve agreed-upon results and has the personal organization to do so.β’ Proven ability to work both independently and in diverse teams, with minimum supervision.β’ Strong diplomatic skills and the ability to form effective working relationships inside and outside the organization is required.β’ Experience in international development, and experience working in a multilateral institution will be an asset.β’ Strong communication skills and ability to connect dots across many teams working across organization.β’ Fluency in French or Spanish would be an asset.
